Fiscal Analyst 4

The Washington State Department of Agriculture is recruiting for a full-time permanent Fiscal Analyst 4 position within the Director's Office Division. This position is located in Olympia, Washington and is a non-represented position.

Salary Range – Step A: $66,072 – Step L: $86,688 annually (based on internal equity and candidate experience).

Opportunity

This position serves as the primary financial advisor to the Accounts Payable Supervisor on the Accounts Payable (AP) program and general accounting topics. The role acts as the high-level statewide AP and general accounting expert, advising staff on payables processing activities, conducting financial reviews, and providing guidance on fiscal, grant, contract, and other financial data in accordance with GAAP.

Responsibilities
  • Work closely with the Accounts Payable Supervisor and other fiscal positions.
  • Collaborate to ensure WSDA remains in compliance with SAAM, OFM rules, WACs, RCWs, and agency policies.
  • Coordinate and participate in updating fiscal policies and procedures.
  • Analyze and evaluate potential accounting problems.
  • Serve as a subject matter expert on internal controls systems, fiscal policies, and procedures.
  • Monitor, review, and audit the accounting of contracts (personal service and interagency contracts) to ensure fiscal, OFM, and federal compliance.
  • Advise staff and monitor AFRS procedures for accurate data.
  • Provide technical support and training to fiscal staff for fiscal-related activities and financial systems.
  • Coordinate the fiscal month and year-end closing requirements.
  • Provide recommendations for computerized financial system development, including accounting, budgeting, and auditing work activities.
  • Revise, formulate, develop, and document procedures pertaining to account processes.
  • Analyze complex financial data and reports.
  • Ensure proper accounting techniques and controls are used.
  • Review, approve, and release accounts payable expenditures to vendors, contractors, and interagency payables.
  • Review, approve, and prepare journal vouchers, A‑I9s, and other financial documents.
  • Prepare or approve journal vouchers for error correction or adjustments.
  • Receive phone calls from vendors and employees concerning A/P issues and resolve where appropriate.
  • Reconcile fixed assets and general ledgers.
  • Provide backup coverage for the AP and other fiscal supervisors during workload peaks or vacations.
  • Oversee fiscal professional staff performing fiscal, grant, or contractual reviews in accordance with GAAP.
  • Provide feedback, guidance, and training.
  • Audit and review work of other fiscal positions.
Qualifications
  • Bachelor's degree with at least 12 semester hours in accounting, auditing, or budgeting (18 quarter hours).
  • Four years of professional fiscal or accounting experience.
  • Additional professional experience may substitute year-for-year for education but not for required accounting, auditing, or budgeting credit hours.
  • Desired:
    Bachelor’s or master’s degree in a financial related field.
  • Experience interpreting federal, state, or agency travel policies and procedures; familiarity with OFM fiscal rules; ability to analyze RCWs, WACs, and OFM directives related to accounts payables.
  • Experience using state systems including AFRS, Enterprise, Webl, TM$, Toolbox, and Microsoft Great Plains; strong Microsoft Excel skills.
  • Ability to work with individuals from diverse backgrounds, understand and perform governmental accounting transactions, and communicate effectively, both verbally and in writing.
