Join the Office of Financial Management (OFM) and help shape Washington's future by overseeing reporting on critical federal funding, including the multi-billion-dollar COVID relief funds. In this specialized role, you'll lead the creation and publication of the annual Recovery Plan Performance Report (through 2027) and the Capital Project Fund Report, ensuring Washington meets all federal transparency and compliance requirements.
You'll partner closely with agencies and OFM's Budget, Fiscal, and Statewide Accounting teams to gather information and produce accurate, consistent statewide reporting. This role is essential, unique, and offers the chance to become a key subject-matter expert in high-visibility federal fund reporting and tracking activities.
What you'll work on:
- Research federal legislation for the eligible uses and other requirements for various types of federal funds.
- Understand federal and state legislation and federal fund grant and other requirements.
- Represent OFM on internal and external work groups or other group assignments related to the use of federal funds. This includes the Governor's Office Federal subcabinet, National Governors Association infrastructure coordinators, etc.
- Perform independent research and analysis of policies and proposals including expected outcomes, state and local costs, implementation strategies, and stakeholder positions.
- Serve as OFM Budget's subject matter expert on Federal stimulus funds and laws, including those related to the American Rescue Plan Act, the Infrastructure Investment and Jobs Act, the Inflation Reduction Act, the CHIPS and Science Act, and future federal legislation that interplays with state funding.
- Serve as a subject matter expert for OFM Budget on non-stimulus-related federal funds, this includes working with other Budget Division staff to ensure OFM maximizes and optimizes the use of federal funds across various budget areas.
- Communicate clearly with decision makers and senior-level staff, including develop and present recommendations to the Governor, executive team, policy staff, legislators, and stakeholders concerning the costs and effects of fiscal and policy proposals.
- Track financial data across various agencies and purposes, including federal government shutdown impacts.
- Have familiarity with performance and other measures that reflect the use of the COVID-related and other federal funds.
- Coordinate with agencies that receive federal funds.
- Coordinate with OFM Budget Division analysts on agencies use of federal funds.
- Participate in national educational opportunities to explain Washington's experience and challenges and to track changing requirements.
- Assist with coordination and analysis related to Federal government shutdown or other funding disruptions.
- Participation in responding to federal funding audits and findings with OFM Statewide Accounting.
What you need to bring:
- Demonstrated ability to research, interpret, and analyze complex federal and state legislation, regulations, funding requirements, budgets, and policies and assess their fiscal, operational, and policy implications.
- Demonstrated ability to independently analyze federal funding opportunities, requirements, and restrictions and develop strategies and recommendations that maximize and optimize available resources.
- Demonstrated ability to evaluate complex fiscal and policy proposals, including costs, risks, expected outcomes, implementation considerations, and impacts on state agencies and programs.
- Demonstrated ability to monitor financial, performance, and policy information; identify emerging issues and risks; and assess their potential impacts on state programs, budgets, and operations.
