The Washington State Patrol (WSP) actively supports Diversity, Equity, and Inclusion in the workplace and is an Equal Opportunity Employer. The Property Management Division (PMD) serves three primary functions:
Facilities Management, Fleet Management, and Supply Management. The Supply Section provides logistical support to all agency members, including warehousing, issuing commodities, purchasing equipment, managing assets, and processing surplus property.
The primary responsibilities of this position are to supervise the procurement staff in the Supply Section, develop and deliver procurement training for the entire agency, and support procurement activities, especially complicated procurements. The incumbent will also assist in developing agency procurement policy.
- Supervise five direct subordinates: three Procurement and Supply Specialists 3, one Procurement and Supply Specialist 2, and one Fiscal Technician 2.
- Assign, monitor, check, and evaluate subordinates’ work and provide ongoing procurement training.
- Determine appropriate procurement methodology (competitive bids, sole source acquisitions, RFPs, or direct negotiations).
- Ensure employees are trained in current Washington state procurement laws, rules, and policies.
- Perform administrative functions related to the staff supervised.
- Plan, organize, and direct the work effort of subordinates.
- Provide reports and analysis of activities under the incumbent’s span of control.
- High School Diploma or GED.
- Two years of experience as a Procurement and Supply Specialist 3.
- Three years of experience in a supervisory position.
- Full‑time experience as a purchasing professional may substitute one year for one year.
- Proficiency with Microsoft Office (Outlook, Word, Access, Excel, SharePoint, PowerPoint).
- Ability to conduct research and gather data in a timely manner.
- Strong written and verbal communication skills.
- Commitment to workplace safety rules and regulations.
- Knowledge of supply and equipment procurement, stock utilization, and control.
- Ability to establish and maintain effective working relationships with suppliers, customers, employees, and the public.
- Capability to analyze bids or proposals, determine award, and prepare and interpret procurement and contract information and management reports.
