Thurston County Public Health and Social Services (PHSS) is recruiting for a Grants & Contracts Analyst II for our Fiscal Division.

In this dynamic position, you will provide both administrative and technical leadership for grant-funded initiatives and contracts-for-services programs. You will ensure compliance with Federal, State, and County regulations, policies, and grant-specific requirements while supporting proposal development, grant administration, and subrecipient and subcontract management. Essential functions
  • Research and identify potential funding opportunities in support of the office/department's goals, objectives, and long-range plan
  • Assist program staff with completion and submission of grant applications, ensuring that required authorizations are obtained in accordance with County policies and procedures and that funding agency submission requirements are met
  • Serve as the office/department's primary grants liaison with County staff, funding agency representatives, subrecipient/subcontractor officials, and other external stakeholders
  • Maintain grant and contract files, and coordinate the retention of required program documents in accordance with Federal, State and County auditing and records retention requirements
  • Maintain a grants and contracts tracking system, coordinating with office/department program and fiscal staff to ensure accurate and timely submission of required progress performance reports, financial reports, invoices, and other deliverables to funding agencies
  • Ensure compliance with Federal, State, and County grant and contracting regulations, rules, policies and procedures, as well as grant and contract specific terms and conditions
  • Assist management in the development of office/departmental grant and contract related policies and procedures
  • Monitor grant-related procurement activity and advise program and fiscal staff regarding cost allowability and allocability
  • Work with the County Internal Auditor and the Financial Services division to ensure office/department compliance with Federal, State, and County auditing requirements
  • Advise appropriate County staff of issues of non-compliance and staff training needs
  • Coordinate subaward/subcontract procurement with office/departmental program managers, Prosecuting Attorney's Office, Central Services, HR/Risk Management, and other County office/departments as necessary
  • Monitor subrecipient/contractor suspension and debarment
  • Coordinate with program management to conduct subrecipient/subcontractor risk assessments, develop appropriate risk monitoring plans, and monitor performance, conducting financial and programmatic desk audits and site visits, as necessary
  • Ensure subrecipient/subcontractor compliance with Federal, State and County regulations and pass-through grant/subcontract requirements; advise management of non-compliance and consults with County Grants Manager to develop corrective action plans and conduct necessary follow-up
  • Monitor receipt of subrecipient/subcontractor invoices and deliverables, coordinating review and approval with program managers and prompt payment with office/departmental fiscal staff
  • Monitor performance and outcomes of grant-related programs
  • Coordinate, prepare, and participate in all required monitoring reviews and audits
  • Complete year-end Schedule of Expenditures of Federal Awards (SEFA) reporting to Financial Services
  • May analyze grant-funded programs and advise management in developing strategies, goals, work plans, performance measures, and sustainability initiatives to enhance program effectiveness and long-term success
  • May assist with budget development and amendments, indirect cost rate developments, personnel funding allocations, grant and contractor invoicing, financial reporting, and fiscal close-out activities
  • May provide training, guidance, and support to staff, and assist management with staff development, supervisor, and capacity-building efforts
  • Perform other work as required or assigned, including, but not limited to, a 24/7 response during public health emergency situations and disease outbreak investigations. This includes emergency preparedness training and exercises, relevant to the work expectations of duties during emergencies.
