Job Summary
Manage data and reporting for the Vocational Service Specialist (VSS) team within Washington’s Insurance Services Division. The Program Specialist 3 will prepare reports that assess performance and outcomes of statewide services impacting job‑readiness and return‑to‑work outcomes for injured workers, navigating multiple programs and systems to analyze data, identify trends, monitor work items, think critically, and draw sound conclusions.
EligibilityThis position is open to current Washington State Labor & Industry (L&I) employees only.
Responsibilities- Support program effectiveness through data integrity, analysis, reporting, and process improvement.
- Serve as a program liaison to represent vocational services with internal and external vocational rehabilitation stakeholders.
- Manage performance and workload data integrity on behalf of the Vocational Services Specialist team, including multiple data tools, libraries, reports, and analyses.
- Manage all Skill Enhancement Training (SET) entries in the Occupational Health Management System (OHMS), ensuring alignment between OHMS data management system and workflow processes in SharePoint and LINIS.
- Support customer service strategy by providing consultation to internal and external entities regarding the program.
- Support communication efforts by drafting/posting messages.
- Manage calls or written communications to private sector Vocational Rehabilitation Counselors as needed.
- Manage the Claims Vocational Service Specialist (VSS) SharePoint page.

- Detail‑oriented with the ability to effectively prioritize and track data across multiple systems to produce accurate, thorough, and timely work products.
- Demonstrated critical thinking and analytical skills.
- Ability to review, independently interpret, analyze, and apply specialized program policies and procedures to draw sound conclusions and make recommendations based on data.
- Excellent communication skills—oral, written, and presentation.
- Ability to collaborate and build positive, respectful working relationships and partnerships with others.
- Proficiency in Microsoft Office applications, with specific expertise in Excel and SharePoint.
- Excellent interpersonal skills.
- Experience with Microsoft 365.
- Six (6) years of experience in a related field that includes planning, policy analysis, coordination, and consultation with a variety of public and private agencies, organizations, and/or levels of government.
- OR a Bachelor’s degree and two (2) years of experience in a related field that includes planning, policy analysis, coordination, and consultation with a variety of public and private agencies, organizations, and/or levels of government.

- Knowledge of Washington worker compensation statutes, rules and policies, and ability to apply them to complex situations.
- Knowledge of vocational rehabilitation theory and practice.
- Ability to:

- Work in a high‑pressure environment.
- Use word‑processing software such as Microsoft Word or Word Perfect to create, format, edit, preview, print, and save documents.
- Knowledge of SharePoint, LINIIS, ORION, and MIPS.
- Use Microsoft Excel to establish queries and create reports.
- Demonstrated research and problem‑solving skills.
