Pretrial Services Program Coordinator (Senior Court Program Analyst)

The Administrative Office of the Courts (AOC) is seeking a highly motivated and qualified individual to serve as the Pretrial Services Program Coordinator within the Court Consulting and Technical Assistance team. This senior professional level position provides direct technical assistance and consultation services to Washington state trial courts, helping them identify and implement changes to court operations, programs, and staffing to operate more fairly and effectively.

Job Summary

Manages participation of diverse stakeholder groups in the development, implementation, and evaluation of high-impact changes to judicial programs, court processes, and staffing. Works with stakeholders to promote best practices in pretrial services, provide technical assistance to local courts, manage funding distribution through a competitive application process, and collect data to evaluate program value, feasibility, and replicability.

Responsibilities
  • Plan, implement, monitor, and evaluate court program components with significant impact on judicial programs, including large complex major projects.
  • Manage inter-jurisdictional, comprehensive programs and complex/highly technical major projects; design and analyze alternative management techniques; estimate statewide impact of proposed changes; complete research, assessments, and provide recommendations to a designated Manager or Executive.
  • Provide information, assessment, consultation, support, and recommendations to AOC, courts, associations, boards, and commissions in major operational areas (personnel management, contracting, performance management, budget development, court service delivery, and/or judicial system policy and procedure).
  • Analyze and evaluate proposed legislation and its probable impact on project and program goals; prepare briefs on proposed legislation.
  • May supervise the work of other professional staff and support staff.
  • Perform other duties as assigned.
Qualifications

Relevant experience may substitute for the required education.

  • A Bachelor’s degree in court administration, public administration, political science, business administration, or closely allied field.
  • Five (5) years of responsible experience in court administration and/or program development, including one (1) year in a supervisory or lead role and/or managing/directing groups or teams.

  • Proficient in analysis, evaluation, and developing well-supported recommendations and options.
  • Knowledgeable about Washington State’s justice system, court administration practices, policy issues, and NACM core competencies.
  • Effective at facilitating strategic planning, visioning efforts, and challenging meetings with diverse stakeholders.
Additional Information
  • Some duties may require travel and overtime is not eligible.
  • Workweek may fluctuate depending on workload or agency needs.
  • Required residency in Washington State; may be teleworked at least one day per week; at least two days per week in the office.
