The Washington State Treasurer's Office is seeking a skilled professional to serve as the agency's designated Records and Public Records Officer. In this role, you will advise on complex records and disclosure matters, guide records management practices, and contribute to a variety of compliance, risk, procurement, and policy initiatives across the agency.
This position is ideal for someone who can balance independent decision-making with collaborative problem solving. The successful candidate will be trusted to manage complex records and disclosure matters, interpret legal and operational requirements, and recommend practical solutions that support both compliance and organizational effectiveness.
Lead the agency's public records function as the designated Public Records Officer.
Ensure legal compliance by evaluating exemptions, preparing compliant responses, and training staff on disclosure obligations.
Lead the agency's records management program as Records Officer, including development, implementation, and ongoing maintenance of OST's records management program.
Ensure compliance with Washington records retention requirements by classifying records, applying retention schedules, reviewing retention and destruction actions before submission or disposition, coordinating final disposition of agency records, and training staff on record-handling best practices.
Support the Director of Legal Affairs in administering the agency's centralized contract and procurement compliance program.
Support compliance reporting and staff training related to transparency, ethics, contracting obligations, and broader procurement compliance expectations.
A combination of relevant education, training, certifications, and experience will be considered
Experience administering or supporting public records requests, records management programs, or legal/compliance document review processes.
Demonstrated ability to interpret and apply laws, regulations, policies, or procedures, such as public records, records retention, or compliance requirements.
Experience reviewing, organizing, and analyzing large volumes of documents or data for disclosure, retention, or compliance purposes.
Strong written communication skills, including drafting formal correspondence, findings, or compliance documentation.
Demonstrated ability to work independently, manage competing deadlines, and exercise sound judgment in handling sensitive or confidential information.
The following experience and credentials are not required but may strengthen a candidate's application.
Experience working in a public sector or government environment handling Public Records Act requests or similar open records or disclosure processes.
Experience developing, implementing, or maintaining a records management or information governance program, including records inventories, retention schedules, or disposition processes.
Experience using enterprise content management or records systems, such as SharePoint, Next Request, or similar platforms, document management systems, case tracking systems, or eDiscovery/search systems to manage, search, and organize records.
Familiarity with Washington State procurement and contracting requirements.
