Pass-Through Grants Analyst, Management Analyst 3 (MA3)
The Department of Natural Resources (DNR) invites qualified applicants to join the Forest Resilience Division Grants Administration Team as a Pass‑Through Grants Analyst, Management Analyst 3 (MA3). The role supports the administration and management of state and federal grants and sub‑awards to promote forest resilience.
Responsibilities- Assist in the review and analysis of agency and division policies, procedures, processes, and guidelines, and provide recommendations for revision or development of new policies.
- Monitor and analyze new legislation related to current and future granting programs, including special requirements of state funding.
- Coordinate the development of state grant and federal sub‑award pass‑through programs necessary to implement emerging funding opportunities.
- Coordinate long‑term planning and strategic planning activities, utilizing grant budget analyses to assess grant funding stability and impacts on strategic goals.
- Perform duties associated with grant administration and compliance with state grant and federal sub‑award terms and conditions, including:
- Provide assistance to applicants, recipients, and project managers in interpreting agreement language, statutes, rules, and agency policies, as well as audit requirements and grantee relationships.
- Develop and prepare agreements and amendments.
- Conduct monitoring and compliance of grant timelines and deliverables prior to reimbursement or closure of agreements.
- Communicate guidance to staff, executive management, agency personnel, and recipients on budgetary design, plan, and agreement requirements.
- Participate in the resolution of complex or sensitive issues related to state grants and/or federal sub‑awards.
- Bachelor’s degree in public administration, business administration, accounting, law, or related field;

* * two years of experience conducting research and analyzing policies, laws, rules, or regulations. - OR an equivalent combination of education and/or experience.
- Strong written and oral communication skills.

- Work setting is primarily an office or home telework office; occasional outdoor site visits may be required.
- Periodic visits to DNR facilities and lands managed by the agency may be necessary.
- Two years of experience negotiating, administering, or terminating government contracts, managing contract property, performing cost or price analyses, or administering contract compliance.
- Ability to function independently and make sound decisions in complex environments.
- Strong analytical, communication, negotiation, mediation, and collaboration skills.
- Experience with inter‑agency cooperation and negotiation.
