Duties
- Serve as the Senior Lead and primary assistant to the Fiscal Analyst 5 Payroll Supervisor, sometimes acting as a backup.
- Audit payroll processor HRMS entries for new hires, rehires, appointments, transfers, and separations.
- Validate payroll results prior to day three payroll close and ensure accurate processing in a timely manner.
- Assist with review and analysis of HRMS payroll results and reports, including overtime and leave usage.
- Help ensure payroll processes align with RCWs, Civil Service Rules (WAC 357), and bargaining agreements related to employee time accounting and compensation.
- Collaborate with the Manager to provide training and lead for one Fiscal Analyst 3 and two Fiscal Analyst 2 positions performing payroll processing and benefit activities.
- Assist FA5 Supervisor in establishing and executing training plans for payroll employees.
- Support Manager with training Fiscal Analyst 3 to reconcile the agency payroll revolving fund (035) monthly, review staff work, and resolve reconciling items.
- Complete description of required competencies upon request.
- Bachelor's degree, including 18 quarter (or 12 semester) hours in accounting, auditing, and three or more years of relevant professional experience.
- At least 3 years experience performing full‑cycle payroll functions in a unionized environment.
- Ability to read, write, speak and understand English to facilitate effective performance of essential functions.
- Agency required competencies:

- Knowledge of Office of Financial Management (OFM) rules and regulations, including the State Administrative and Accounting Manual (SAAM).
- Experience with the Human Resource Management System (HRMS), Cross‑Application Time Sheet (CATS), and Health Care Provider 1 system.
- Familiarity with the Agency Financial Reporting System (AFRS), Financial Toolbox, Enterprise Reporting System, and DRS Employer Reporting Application (IERA).
- Excellent written and oral communication skills.
- Experience managing benefits for health care insurance and other state employee payroll‑related deductions and benefits.
- Attention to detail and ability to analyze complex RCWs and WACs related to payroll and benefits.
- Advanced analytical skills and ability to identify, obtain, examine, and evaluate information for relevance to an issue.
- Must pass a DSHS BCCU Background Check prior to beginning services and every two (2) years in accordance with WDVA Policy 615.000.
- Maintain regular and reliable attendance and be willing to work frequent weekend and evening outreach events.
- Successfully complete all mandatory training within mandated time frames.
- Become familiar with and comply with all DVA policies, procedures, and Collective Bargaining Agreements.
- In emergencies, employees may be asked to stay for extended periods and perform duties appropriate to the situation.
- Must sign the confidentiality statement for all employees.
- Must have a valid driver’s license.
- Must be proficient in the English language.
- Must be able to take action to learn and grow.
- Must be able to take action to meet the needs of others.
