Description

The starting salary offer will be determined based on the successful candidate qualifications within the starting salary range of $87,528 - $122,520 annually. Our physical office is located in Olympia, WA. This is a hybrid position with the ability to telework. However, you will need to attend in-person meetings or community events as required by the position. The hiring authority reserves the right to make a hiring decision at any time.

The Job Opportunity

This is an opportunity to shape how Washington state government delivers transparent, accountable, and customer-focused regulatory services. As the Statewide Regulatory Program Administrator, you will lead initiatives that improve regulatory performance across state agencies, support executive and legislative priorities, and help modernize how regulatory information is collected, analyzed, and shared with the public.

The position administers statewide regulatory improvement programs, including Executive Order 25-03 implementation, permit timeliness reporting, Regulatory Fairness Act activities, Significant Legislative Rules coordination, and related transparency initiatives. Working closely with agency leaders, policymakers, and external partners, you will develop statewide standards, analyze regulatory performance, and provide strategic recommendations that improve consistency, inform decision-making, and strengthen public confidence in Washington's regulatory processes.

What

You’ll Work On Regulatory transparency and accountability program administration
  • Lead the development, coordination, and implementation of statewide regulatory transparency and accountability frameworks for Executive Order 25-03 and related regulatory improvement initiatives.
  • Develop and maintain statewide reporting methodologies, definitions, data standards, instructions, templates, and implementation guidance for credential, permit timeliness, and regulatory performance reporting.
  • Research, interpret, and explain executive directives, statutes, policies, reporting requirements, and program expectations to agency staff and leadership.
  • Analyze agency implementation issues, reporting gaps, data limitations, and policy concerns to identify statewide risks and recommend corrective actions.
  • Evaluate agency data systems, reporting practices, workflow processes, data definitions, and calculation methods to determine whether reported information is complete, consistent, reasonable, and comparable.
  • Maintain program records, documentation, methodologies, technical guidance, and supporting materials.
  • Advise ORIA leadership on statewide implementation status, agency readiness, statutory barriers, operational constraints, and program risks.
Permit timeliness and regulatory performance reporting
  • Oversee statewide permit timeliness reporting and analysis to ensure compliance under RCW 43.42A and related statutory requirements.
  • Compile, review, validate, and analyze permit processing data submitted by agencies.
  • Develop guidance for reporting processing times, pending applications, backlogs, decision timelines, and related performance measures.
