IT Business Analyst – Senior/Specialist
Location:
Olympia, Washington – Duration: 3‑year full‑time project position (start date pending). Salary: $92,760–$124,752 annually.
The IT Business Analyst (BA) Senior/Specialist is responsible for ensuring the Statewide IEP platform business and technical requirements are implemented with high fidelity. The role collaborates with the product team, vendor, administrative staff, data stewards, and IT personnel throughout requirements analysis, complex data integrations, development, testing, and implementation.
Key Responsibilities- Lead the statewide IEP platform implementation as the primary liaison for managing both business and technical requirements, facilitating communication among product owners, vendors, OSPI IT personnel, and other state agencies.
- Conduct interviews and workflow analysis with special education staff to capture data reporting and compliance needs, producing clear Business Requirements Documents (BRDs) for IDEA, WAC 392-172A, and other reporting cycles.
- Collaborate with data leads and program teams to develop validation processes and application improvements that enhance data quality and meet federal reporting mandates such as Section 618, SPP/APR.
- Assess current data collection processes in SIS and special education software to identify quality issues or compliance gaps, design optimized data workflows, and create business process maps and workflows spanning the statewide IEP system and legacy systems (e.g., CEDARS, EDFacts).
- Plan and execute system integration testing, including data mapping, interface design, user acceptance testing, and test script development tailored to special education data fields.
- Support the development of data dashboards, reporting tools, and visualizations that translate complex data into actionable information for educators, administrators, and families.
- Administer and monitor system performance, manage configuration changes, and gather user feedback to drive continuous improvement of the statewide IEP platform and related data systems.
- Coordinate cross‑agency data integration efforts with attendance, assessment, and accountability datasets to support comprehensive student data representation.
- Lead change management and communication planning for system updates, ensuring partners are informed and impacts are understood.
- Prepare project reports, dashboards, and presentations for department leadership, school staff, and external auditors.
- Support implementation and training, collaborating with vendors and developers to create training materials and user guides.
- Assists in agile or other project processes, including sprint planning, backlog grooming, and release notes distribution.
- Participate in daily stand‑ups, weekly work estimations, and requirement gathering sessions, and produce user manuals and business rule documentation as needed.
- 9 or more years progressive experience as an information technology business analyst (15 academic credits or two years of experience may substitute).
- 2 years leading customers and technical staff in elicitation, analysis, validation, and documentation of statewide system and data requirements.
- 3 years leading business analysts and/or technical staff in developing use cases, functional requirements, software specifications, and training documents.
- 2 years conducting business test plans, software testing, and documentation of results.
- 2 years leading or coordinating projects involving multiple business areas using project and software methodologies.
- Must maintain residency in the state of Washington.
- Bachelor’s degree or higher in Computer Science, Information Technology, or a closely related field, and at least 5 years recent professional experience in business analysis, including elicitation, elaboration, and management of requirements, and documentation of technical and functional specifications.
- Alternatively, an associate degree in Computer Science, IT, or a related field plus a two‑year accredited vocational training program in IT and at least 7 years recent professional experience in business analysis.
