IT Project Manager, Systems Analyst
Job Summary
The Information Services Division (ISD) Applications & Operations Manager will plan, organize, and direct the activities of the ISD Applications & Operations section, overseeing incident, change, configuration, release, and problem management and application management to efficiently deliver services to Washington Courts.

- Supervise onboarding, orientation, and training, set job requirements, manage performance expectations, coordinate assignments, mentor supervisors, and handle leave, overtime, and scheduling.
- Plan, organize, and monitor operations of the Applications & Operations Section, including implementing legislative changes, bug fixes, and process improvement enhancements.
- Identify and resolve incidents to maintain high service availability.
- Coordinate with user groups on application capabilities, feasibility, and system requirements.
- Approve resource support for developing or modifying applications.
- Set goals and priorities, work with staff and stakeholders to achieve objectives.
- Maintain open communication between user and technical groups.
- Participate in long‑range planning for the Information Services Division.
- Evaluate, cost, select, test, and implement applications‑related software and hardware.
- Serve as liaison to vendors, contractors, and support contract management.
- Document systems, ensure compliance with the Data Element Dictionary, and advise the ISD Director on technology innovations.
- Provide technical expertise to the JISC Data Dissemination Committee.
- Develop application standards, procedures, and quality guidelines.
- Schedule priorities, assign responsibilities, balance workloads, and prepare estimates and progress reports.
- Participate with the Director in evaluating and selecting contract firms.
- Engage with hardware and software vendors for information, problem resolution, and demonstrations.
- Bachelor’s degree in Computer Science, Business Administration, Public Administration or a closely allied field.
- At least five years of progressively responsible leadership experience in an information technology environment.
- Experience managing and directing IT professionals.
- Proficiency with Microsoft 365 products (Teams, Outlook, Word, One Note, PowerPoint).
- Understanding of data and process interactions among diverse agency applications.
- Knowledge of custom and commercial off‑the‑shelf software requirements.
- Strong interpersonal leadership skills with ability to collaborate across levels.
- Knowledge of client, human‑resource, and organizational‑management concepts.
- Ability to plan and work with Architecture and Strategy to align solutions with agency reference architecture.
- Ability to coordinate with project managers, PMO, and Software Quality Assurance Manager to execute plans within budget.
- Capacity to handle multiple concurrent assignments and manage time effectively.
- Strong problem‑analysis, critical‑thinking, and communication skills, both verbal and written.
- Knowledge of system security, testing, roll‑out, documentation, and user‑training techniques.
- Ability to articulate interactions among stakeholders and committees within the judicial community.

Residency in Washington State is required; exceptions must be approved. The position requires a minimum of two days per week onsite at AOC facilities, with a preference for three days. Work schedule may fluctuate, overnight travel may be required, and the role is not overtime eligible.
