Scope Of the ProjectThe candidate will provide user experience (UX) consulting services to improve the digital experience of the WA Cares Fund, Washington State's long‑term care insurance program. Responsibilities include conducting user research, engaging stakeholders, developing UX strategies, designing intuitive and accessible digital experiences, and creating implementation roadmaps to enhance customer satisfaction. The consultant will collaborate with business and technical teams to modernize digital services, improve accessibility in compliance with WCAG 2.2 standards, and support digital transformation initiatives that simplify how residents access long‑term care information and services.
Responsibilities- Conduct UX discovery sessions, user research, and stakeholder interviews to identify user needs and business objectives.
- Develop comprehensive UX strategies and implementation roadmaps aligned with organizational goals.
- Create user personas, customer journey maps, service blueprints, and information architecture.
- Design wireframes, prototypes, and interactive user experiences using industry‑standard UX tools.
- Facilitate usability testing, user validation sessions, and analyze feedback to improve digital products.
- Ensure all digital experiences comply with WCAG 2.2 accessibility standards and inclusive design principles.
- Collaborate with business analysts, developers, product owners, and stakeholders throughout the project lifecycle.
- Recommend UX improvements for websites, applications, provider search tools, benefit calculators, and other digital services.
- Support AI‑enabled customer experience initiatives and digital transformation projects.
- Present research findings, design recommendations, and usability reports to leadership and project stakeholders.
- Document UX processes, research findings, design standards, and best practices.
- Continuously evaluate user behavior and recommend enhancements that improve engagement and overall customer experience.
- Experience delivering UX or digital transformation projects in healthcare, long‑term care, insurance, government, or similarly regulated industries is preferred.
- Strong understanding of accessibility compliance and user‑centered design methodologies.
- Ability to work collaboratively with Washington State stakeholders and multidisciplinary project teams.
- Hands‑on experience in User Experience (UX) Design and Human‑Centered Design (HCD).
- Strong experience conducting user research, stakeholder interviews, and usability testing.
- Experience creating user journey maps, service blueprints, personas, and information architecture.
- Proficiency with UX design tools such as Figma, Adobe XD, Sketch, or similar platforms.
- Experience designing wireframes, prototypes, and interactive digital experiences.
- Strong knowledge of accessibility standards, including WCAG 2.2 and inclusive design best practices.
- Experience supporting digital transformation initiatives within government, healthcare, insurance, or regulated industries.
- Excellent stakeholder management, workshop facilitation, and presentation skills.
- Experience collaborating with cross‑functional teams including business, product, design, and engineering.
- Strong analytical, problem‑solving, communication, and documentation skills.
- Experience developing UX strategies, design systems, and implementation roadmaps.
- Familiarity with AI‑assisted customer experience solutions is preferred.
