Court Technology Specialist (Business Applications Analyst)

Thurston County Information Technology (IT) Department seeks a Court Technology Specialist (Business Applications Analyst) for Thurston County Superior Court. This position will provide IT support to all levels of court staff and act as intermediary between IT and Superior Court. This position will require extensive study and knowledge of the Court's processes and procedures, the technology currently in use and technology that is available to assist in the needs of the Court.

The Courtroom Technology Specialist will develop and refine relevant operating procedures and will introduce new technology and efficiencies to streamline the Court's workflow. This position will be assigned to Superior Court and will report to the central IT Department.

Essential functions may include, but are not limited to, the following:

  • Responds to users' inquiries concerning systems operations; diagnoses software and operator problems; seeks and implements solutions
  • Works with all levels of Court staff to solve simple, day-to-day IT-related issues.
  • Facilitates communication between IT staff and Superior Court staff for resolving hardware and software issues.
  • Facilitates onboarding and offboarding of Court staff with Thurston County IT systems and Administrative Office of the Courts (AOC) case management system.
  • Sets-up client with system accounts and accesses in office/department specific system. Verifies data access requests for approval. Ensures system is secure from unauthorized access.
  • Works directly with court administrator, judges, court staff and information technology department to align short- and long-term business goals and Court-wide technology initiatives.
  • Recommends and introduces technological efficiencies to streamline Court processes.
  • Coordinates installation of hardware and software updates, changes, and enhancements. Installs and implements newly purchased software.
  • Participates in database and operating system upgrades. Tests installed versions to ensure system is running properly.
  • Installs, monitors, and maintains audio-visual (AV) equipment. Ensures the effective operation of all audio-visual needs and end-user technologies for judges and court participants,
  • Develops training procedures for staff and users related to the hardware/software and case management system.
  • Maintains inventory of software and hardware throughout the department.
  • May perform other duties related to the specific business operation.

Working Conditions:

  • Work Environment – Work is performed primarily in an office environment in Olympia Washington. Employee regularly sits for long periods of time at a computer screen. Physical exertion is required for lifting usually not exceeding 50 lbs. Installation of various computer parts may also require bending, kneeling, stooping, reaching, and crawling. This position is not eligible for telework.
  • Average Schedule
    - Monday – Friday, 7:00 a.m. – 4:00 p.m. During emergencies or special projects, this position may be required to work an irregular schedule which could cause a temporary change in normal work hours. This includes working non-business or extended hours.
  • Travel Requirements
    - Occasional travel may be required to attend meetings or trainings and providing on-site support, including transporting equipment.
  • Customer Interactions
    - Daily interactions via phone, in-person, teams, and video with Thurston County staff and the public.

Qualifications:

  • Associate's degree in computer science or related field and two years of progressive responsibility with at least six months in a leadership capacity.
  • A demonstrated experience and knowledge of hardware including personal computers, network servers, routing devices, printers, plotters, etc. Thorough knowledge of software including network and desktop operating systems, office automation, programming languages, database products.
  • Depending upon area of assignment, knowledge and experience related to specific office's/department's needs and objectives. Must have a clear knowledge and considerable background of the office/department served.
