The Washington State Department of Veterans Affairs is seeking a business-focused, detail-oriented Technology Business Manager who is strong in business, budgeting, and procurement processes, with comfort working in IT contexts. This role is ideal for candidates who excel at managing financial data, contracts, procurements, and structured business operations that support technology decision-making across the agency.

Technology Business Management (TBM) is a statewide, business focused framework that helps Washington agencies understand, manage, and communicate the true cost of IT. TBM provides a standardized way to categorize and analyze technology spending so leaders can make informed, data driven decisions about what the agency is buying, why those investments are needed, and how they support mission outcomes. It improves IT financial transparency, supports budgeting and procurement decisions, and ensures WDVA aligns with statewide expectations, policies, and reporting standards.

TBM is not a technical engineering discipline—it is a structured business approach for running IT like a business and connecting technology investments to the services and results they enable.

WDVA relies on technology to support veterans, families, residents, staff, and critical agency operations across the state. This position helps ensure the IT Division manages its resources responsibly, plans ahead, buys technology thoughtfully, supports staff effectively, meets statewide expectations, and provides agency leaders with the information they need to make smart technology decisions.

Please note:

The work schedule will be 8:00 am to 5:00 pm, Monday through Friday, but some evening and weekend work may be required. An alternative work schedule and hybrid telework may be authorized based on mission requirements.

• Manage approximately 40 IT contracts, including SaaS, software, hardware, maintenance, and professional services.
• Oversee vendor performance, renewals, amendments, invoice review, and lifecycle planning.
• Lead procurement planning for major technology purchases, including RFPs and competitive solicitations.
• Coordinate with Procurement, Finance, Budget, IT leadership, and program areas to ensure alignment on costs, requirements, timelines, and compliance.

• Maintain and enhance the agency’s IT cost model, including allocation rules and shared cost drivers.
• Ensure consistent treatment of expenses, labor coding, contracting categories, and reporting taxonomy.
• Collect, validate, and clean financial, labor, contract, procurement, and service data.
• Build reports showing spend trends, cost drivers, unit costs, run/grow/transform views, and other analysis that supports budget development and decision packages.

• Lead WDVA’s TBM program and serve as liaison to WaTechTBM.
• Maintain TBM governance, documentation, roles and responsibilities, cadence, and escalation paths.
• Translate cost, financial, and technology information into clear, plain language insights for leaders.

• Oversee TBM data collection, normalization, mapping, and submission activities.
• Maintain crosswalks between chart of accounts, cost centers, labor categories, and TBM taxonomy.
• Produce executive level reporting and presentations based on validated financial and operational data.

• Ensure alignment with statewide TBM policies, procurement rules, financial reporting expectations, and internal controls.
• Maintain audit trails and documentation.
• Identify opportunities to refine cost drivers, improve contract management practices, enhance financial transparency, and strengthen long-term planning.
