WaTech establishes the strategic technological framework for various state domains and programs, overseeing the primary technology services throughout the state.
This position is a part of the Tenant and Workforce Identity unit within the Computing Services Division (CSD). The unit provides Microsoft cloud, workforce identity, and tenant governance services that support authentication, access, enterprise integration, and secure administration of shared enterprise platforms. This position reports directly to the Assistant Director, Computing Services Division.
The Tenant Workforce Identity Manager independently manages enterprise-level risk, establishes operational priorities, and provides oversight for identity and tenant services that directly impact agency access to critical systems and statewide digital services. This role is responsible for establishing and maintaining governance, operational standards, and enterprise controls for workforce identity and access management services including Enterprise Active Directory (EAD), Entra , federation services, privileged administration, identity synchronization, conditional access, multifactor authentication, and third-party application integration governance.
Some of what to expect with this role:
- Establish identity governance processes that ensure workforce access is appropriate, auditable, and aligned with business needs, security requirements, and least privilege principles.
- Coordinate security, architecture, procurement, and policy review activities related to application access and enterprise integrations.
- Maintain oversight of periodic application access review and remediation activities.
- Lead operational governance and risk management activities for workforce identity and tenant services.
- Coordinate incident response, escalation management, and operational recovery activities related to Tenant and Workforce Identity Services.
- Serve as the core service owner for statewide tenant and workforce identity services.
- Translate complex identity, authentication, and governance concepts into clear operational guidance and business impact information.
- Provide executive-level reports, governance recommendations, service metrics, and operational updates to WaTech leadership and customer governance groups.
- Support agencies in understanding enterprise identity standards, integration requirements, and access governance expectations.
- Lead, develop, and supervise professional technical staff supporting statewide identity and tenant services.
- Establish operational priorities, assign work, review performance, and ensure alignment with organizational objectives and service expectations.
- Provide leadership, mentoring, and technical guidance to staff responsible for identity administration, tenant operations, federation services, and governance functions.
Here's what we're looking for:
- 12 years of progressively responsible experience in enterprise technology services, including identity, access management, authentication, directory services, cloud governance, or enterprise administration. This experience must include:
- Four years of experience sponsoring, planning, managing, or governing enterprise IT services or service portfolios. (Demonstrates the ability to provide enterprise-level leadership, governance oversight, and strategic direction for statewide services).
- Four years of experience leading or supervising professional IT staff, including performance management, workforce planning, and staff development. (Ensures the ability to effectively lead highly specialized technical staff and maintain operational continuity for critical enterprise services).
- Four years of experience managing or supporting enterprise identity, authentication, federation, or tenant administration platforms such as Enterprise Active Directory, Entra , Azure AD, ADFS, or related technologies. (Demonstrates advanced expertise necessary to oversee identity governance, tenant operations, privileged administration, and enterprise access controls).
- Demonstrates the ability to balance competing agency needs while maintaining consistent enterprise governance and operational standards.
- A bachelor's degree in information technology, computer science, cybersecurity, business administration, public administration, or related field may substitute year-for-year for up to four years of required experience.

Preference may be granted to applicants with the following:
- Three years of experience implementing governance, security, compliance, or operational controls related to enterprise technology services.
