Technology And Continuity Manager
The Finance Services Division (FSD) within the Finance, Technology & Analytics Administration (FTAA) is seeking a Technology and Continuity Manager to provide leadership and advanced technical expertise for financial and business systems that support agency operations. This role primarily manages and supports the System for Integrated Leave, Attendance, and Scheduling (SILAS), while also supporting other accounting, payroll, time and attendance, related technology systems and initiatives.
As the Technology and Continuity Manager, you will manage the ongoing operations of the SILAS team and work closely with business and technical partners to ensure systems remain reliable, accurate, and responsive to agency needs. Much of your day will be spent in meetings with partners and staff to understand needs, resolve issues, and plan improvements, along with hands-on system configuration to keep technology running smoothly.
In this role, you will provide technical and functional leadership for system maintenance, improvements, projects, and issue resolution, and help determine how business requirements, policies, and regulations are implemented through technology. You'll also support planning and continuity efforts to maintain critical financial business services.
Some of what you'll do
- Manage and provide leadership for SILAS operations, maintenance, support, and ongoing project work.
- Provide advanced technical and functional expertise for accounting, payroll, time and attendance, scheduling, and related business systems.
- Lead and coordinate system improvements, design, testing, implementation and issue resolution with technical and business partners.
- Evaluate complex business and system needs and determine appropriate solutions that support agency operations.
- Ensure systems and related business process comply with applicable laws, regulations, collective bargaining agreements, and agency policies.
- Coordinate with software vendors, technical teams, program staff, and other stakeholders to resolve issues and maintain continuity of services.
- Provide recommendations to executive management on technology solutions, systems capabilities, business processes, and operational improvements.
- Lead and support projects and initiatives that improve the quality, reliability, and effectiveness of FSD systems and services.

Professionals with advanced experience
* supporting and/or configuring complex financial, payroll, time and attendance, or business systems — with at least 3 years of hands-on experience in software management, software configuration, or information systems management.
A combination of education and experience may qualify, including:
- A bachelor's degree that includes 18 quarter or 12 semester credits in accounting, finance, business, or information systems, and three years of professional experience in accounting, payroll, software management, software testing, or information systems, which includes software management and support, software configuration, or information systems management.
- Or, an equivalent combination of professional experience and education that demonstrates the ability to manage and support complex enterprise systems, configure technology solutions, and work with partners to meet business and regulatory needs.
You will also bring skills in:
- Advanced financial and business systems — understanding how accounting, payroll, time and attendance, and scheduling processes connect to system operations.
- Managing complex enterprise systems — supporting system maintenance, upgrades, integrations, and technology projects.
- Analyzing technical and business requirements — identifying solutions and making sound decisions with agency-wide impact.
- System operations and configuration — including maintenance, reporting, testing, and implementation.
- Leading and coordinating work — guiding teams across technical, functional, and business areas; relationship building, Lean process improvement, and problem-solving.
