We are looking for a Senior Portfolio, Contracts & Procurement Manager to bring fresh energy and leadership to multiple critical areas within our Buildings & Grounds (B&G) division. In this role, you'll lead a great crew of building managers, vendors, and procurement supervisors to successfully handle the daily operations, finances, and compliance for our facility portfolio outside Thurston County (OTC), all while keeping our agency elevator portfolio moving smoothly.
You will also be our go-to contracts administrator and supply leader, ensuring we ace state procurement regulations (RCW 39.26) while championing equity and diverse spend initiatives (Executive Order 22-01). You'll get to collaborate across teams to map out perfect vendor scopes of work and oversee lease administration by tracking spaces in the FPMT. By managing space planning requests and maintaining strong cross-agency collaboration, you'll ensure our state-managed assets stay in tip-top shape.

Some of what you'll enjoy doing includes:
- Lead a team of building managers in overseeing the daily operations, financial performance, quality maintenance, and regulatory and fire safety compliance of facilities across Clark, Cowlitz, King, and Yakima counties.
- Serve as the strategic link between facility tenants and leadership, coordinating maintenance, lease compliance, and capital planning projects while fostering strong stakeholder relationships to minimize tenant disruption.
- Provide direct personnel management for the OTC building managers, vendors and contracts manager, and supply and procurement supervisor, including scheduling, leave coverage, conflict resolution, and performance management.
- Partner with the DES Contracts Unit to define compliant scopes of work for service contracts while serving as the divisional expert on state procurement guidelines (RCW 39.26) and advocating for diverse spend initiatives.
- Act as the strategic link between the vendor contracts manager and facilities leadership by analyzing key operational metrics and trends to identify risks, patterns, and areas requiring cross-team coordination.
- Lead and set priorities for the supply and procurement team, supporting the supervisor to ensure all goods, services, and inventory management strictly comply with state procurement guidelines.
- Analyze procurement metrics and trends to identify risks requiring leadership attention, while serving as the primary liaison between the supply unit and facilities leadership.
- Act as the division's expert elevator portfolio strategist, collaborating with stakeholders and the maintenance manager to oversee contract compliance, modernization projects, and regulatory standards.
- Oversee operating budgets, expenditures, and funding strategies for the assigned property portfolio and supply unit, collaborating with finance and project delivery teams to prioritize capital projects and assist in 10-year budget development.

Required qualifications:
- Willingness and ability to travel significant distances across the state to DES outside Thurston County (OTC) properties in at least five (5) counties, at a minimum frequency of every other month.
- Ability to develop budgets consistent with Department plans, including biennial operating and capital budgets.
- Knowledge to conduct research and prepare plans, including data on existing structures and facilities, and forecasting future needs and requirements for maximum utilization.
- Experience with the following:
- Real estate practices and laws in property management and lease administration.
- Elevator portfolio management.
- Contract administration and management principles.
- Document preparation for leasing, property management, personal services contracts, and financing.
