Senior Portfolio, Contracts & Procurement Manager; Facilities Senior Planner

Overview

The Senior Portfolio, Contracts & Procurement Manager leads facility operations, financial management, and compliance for the Department of Enterprise Services' properties across multiple counties outside Thurston County. This role oversees a team of building managers and procurement staff, manages contracts and supply operations in compliance with state regulations, and serves as the strategic expert for elevator portfolio management and real estate administration.

The position is based in Olympia within the Buildings & Grounds Division and reports to senior leadership on operational metrics, vendor performance, and capital planning priorities.

• 8 years of governmental facilities planning experience (or 4 years plus bachelor's degree in architecture, engineering, business, public administration, or related field)
• Demonstrated expertise in real estate practices, lease administration, and property management
• Experience with elevator portfolio management and contract administration principles
• Knowledge of construction project management and budget development for operating and capital budgets
• Willingness to travel significant distances across at least five counties in the state at minimum every other month
• Understanding of state procurement regulations (RCW 39.26) and commitment to diverse spend initiatives
