The Buildings & Grounds Division (B&G) is responsible for the Capitol Campus and Department of Enterprise Services (DES) managed building operations, stewardship, and historic preservation. B&G provides service to over 42 agencies, maintains, operates and preserves the 486-acre state Capitol Campus in Olympia, including more than 31 buildings, 18 public monuments, over 6,000 parking stalls, four state parks, a 260-acre lake, and off-campus facilities in five counties which include Thurston, King, Cowlitz, Yakima, and Clark counties.
B&G executes these responsibilities through the following service programs:
Facilities Operations, Grounds Operations, Leadership and Admin, Maintenance & Repairs, Support Services (Custodial).
About the Opportunity:
Ready to lead the team that keeps the Capitol Campus running smoothly? As our Facility Operations Program Manager, you’ll step into the spotlight as the go-to expert for everything from property management to parking services, working right under the wing of our Deputy Assistant Director. You’ll champion daily campus operations, steer a $10+ million budget, and guide an awesome team of 26 staff members (including five stellar divisional managers) to keep our spaces safe, reliable, and looking their best.

Provide strategic leadership and governance for the Facility Operations program, setting long-term operational standards and goals.
Drive continuous improvement, workflow efficiency, and the modernization of operational technologies.
Serve as the division’s subject matter expert while developing and updating standard operating procedures and policies.
Lead workforce planning and development, directly managing five divisional managers across multiple service areas.
Ensure strict compliance with state laws (RCWs and WACs), executive orders, labor agreements, and procurement policies.
Manage a $10 million operating budget, guiding resource forecasting, cost controls, and strategic investment decisions.
Advance agency equity goals by leading the expansion of diverse spend initiatives and inclusive purchasing.
Oversee preventive, predictive, and corrective maintenance programs to ensure asset reliability and capital alignment.
Direct emergency response, incident management, and business continuity planning for the program.
Build and maintain strong, collaborative relationships with tenants, vendors, and divisional partners.
Other duties as needed.
- Four (4) years of budget management experience with demonstrated understanding of public finance and accounting.
- Experience leading teams in public or large organizations to deliver complex programs and implement strategic business plans.
- Experience developing, recommending, and implementing organizational policies while analyzing trends to manage departmental programs.
- Knowledge for planning and forecasting facility needs, managing procurement and supply, and using asset management software to support maintenance and portfolio oversight.
- Knowledge for administering contracts and applying real estate laws and practices to property and lease management.
- Competency in facilitating complex projects and dealing with multiple priorities under deadlines
