Bachelor's degree in business administration or related field; or equivalent work experience. (Typically four years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.)
Four to six years experience as a right-of-way agent and knowledge of land rights and title research, surveying principles, contract and real estate law.
Effective oral and written communication skills to present information accurately and understandably.
Influencing skills to negotiate and persuade.
Effective analytical, problem-solving and decision-making skills.
Ability to prioritize and handle multiple tasks and projects concurrently.
Certification as SR/WA by International Right-of-Way Association is desirable.
Person must be available for overnight travel.
Determines ownership of properties and performs title searches of property required for pipeline facilities.
Prepares documents required for acquisition of easements, fee title, state, county and local permits and other rights of way to permit the construction of Northern facilities.
Establishes value with regard to land right acquisition.
Negotiates for acquisition of easements, fee title, permits and other land rights.
Prepares and services all necessary state, county and local permits for construction and maintenance of facilities.
Settles property owner damage claims that result from construction, maintenance or removal of pipeline facilities.
Provides work direction to third party agents.
Resolves encroachment situations and secures necessary encroachment agreements.
Maintains files of easements and other real estate documents.
Prepares completion reports and submits to documents and records team for permanent record retention.
Provide technical input and right-of-way cost estimates to assist in development of facility planning.
Perform any additional responsibilities as requested or assigned.
