Nature of Work:

This is advanced professional and supervisory work in the Economic Development Division of the City Planning Department. Incumbents oversee and participate in work in urban design, long-range planning, current planning, community development, housing, neighborhood planning, development finance and incentives, business vitality and innovation, or other Section of the Planning Department. Supervision is exercised over subordinate professional and clerical staff. An incumbent in the classification will exercise considerable independence in the performance of duties, with work being performed under the general direction of a Deputy Director and/or the Planning Director.

Education and Experience:

The knowledge, skills, and abilities may be acquired through, but are not limited to, the following combination of education and/or experience.
Bachelor's degree
AND
three (3) years of experience in planning, management, grant management, finance, economic and/or community development.
One (1) year of supervisory experience is preferred.

Qualifications:

Must be able to transport oneself or coordinate transportation to sites throughout the city during the course of the workday

Pay Range:

$94,494.40 with step increases to $ Annually

Examination Information:

The examination will consist of a training and experience form designed to assess job-related knowledge, skills, and abilities of the position. The training and experience form will be given to candidates once their application has been received, reviewed by a recruiter, and accepted to test for the position. The form must be completed and returned to the Human Resources Department by September 16, 2026 (passing score 60%).

Final eligibility list will be the training and experience form weighted 100%.

Veteran Points:

To claim five (5) points for veteran's preference, you must submit proof of service (such as a DD-214) that includes the date of induction, date of honorable separation, and Social Security number. (You must have completed more than 180 consecutive days of active duty.) To receive an additional five (5) points credit for disability, you must submit proof of eligibility from the United States Department of Veterans Affairs dated within the last 12 months.

This information must be submitted to the Human Resources Department by September 16, 2026.

Required Knowledge, Skills, and Abilities:
  • Knowledge of, and ability to operate, computers and other technology using standard or customized computer or systems software applications appropriate to the assigned tasks.
  • Knowledge of city planning and research methods.
  • Knowledge of city and neighborhood planning.
  • Knowledge of planning research methods.
  • Knowledge of architectural and landscape architecture principles.
  • Knowledge of real estate and real estate construction principles and practices.
  • Knowledge of federal, state, and local laws relating to community and economic development.
  • Knowledge of banking and finance fundamentals related to real estate development and business.
  • Knowledge of development and financing principles and practices.
  • Skill in project management. Skill in conceiving, planning, and overseeing planning and design projects, the research and analysis of planning data, the preparation of detailed physical plans, and the compilation of reports.
  • Skill in coordinating planning phases with employees of other departments, and with architects, consultants, and interested individuals and groups to explain proposed plans.
  • Skill in preparing technical reports and to making presentations to interested groups and individuals.
  • Ability to learn and adapt to advances in computer and electronics device technology and software.
  • Ability to plan, schedule, overse a the work of subordinates.
  • Ability to understand written and oral instructions.
  • Ability to establish and maintain effective working relationships with fellow employees and the general public.
  • Ability to adhere to safety policies, procedures, and guidelines.
  • Ability to sit continuously; to stand and walk and type frequently; and to climb, reach, bend, stoop, squat, kneel, crouch, push, pull, or lift, occasionally
