Summary/Primary
Purpose:
Coordinate Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) procedures and monitor program compliance. Represent the EHS program to recruit new EHS families and complete the application and enrollment process per federal Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) regulations. Track enrollment ensuring the program is fully enrolled at all times with an extensive waiting list. Locate, maintain and share community resources that are beneficial for Early Head Start children and families and form partnerships and collaborations with community organizations.
Monitor and report program compliance with Federal Head Start Performance Standards including program information reports, Child Plus monitoring reports, staff training and professional development.
Essential Duties and Responsibilities:
ERSEA:
* Responsible for coordinating, reporting and monitoring program compliance with ERSEA and its associated Performance Standards, including recruiting and maintaining full enrollment in Early Head Start program.
* Maintain an extensive program waitlist per policy to ensure that vacancies are immediately filled.
* Conduct presentations for community agencies who serve low-income families with children 0-3 and pregnant women ensuring a minimum of 10% of enrolled participants are children with disabilities.
* Participate in community and Salvation Army events to recruit EHS families.
* Process all program referrals, inquiries and Child Plus preapplications within 24 hours.
* Complete intake application process within 5 days of contact uploading verifications into Child Plus.
* Send letters when eligibility is determined, notifying families of their status. Maintain monthly contact with families on the waitlist and make referrals for any identified needs.
* Under direction of the Family Services Manager, enroll participants in appropriate caseloads and track first home visits per policy.
* Track and ensure parent handbook forms, progress reports, and transition documentation is completed timely and upload to Child Plus.
* Complete discharge summaries and closing documentation in Child Plus and send closing letters.
* Update and maintain community resources in Child Plus and the Community Resources packet.
Program Compliance:
* Develop, update and revise program policies and procedures in compliance with federal regulations.
* Monitor and report program compliance with program information report (PIR) data and program performance statistics via Child Plus monitoring reports on a monthly basis.
* Complete monthly file reviews ensuring any missing documentation is obtained timely and verified.
* Assist management with completion of the annual Community Assessment and Self-Assessment.
* Track and process all sources of monthly In-Kind, ensuring Non-Federal Share match is met monthly.
* Monitor and report ongoing professional development and mandatory training.
Other Essential Duties:
* Provide coverage home visits for open Family Consultant caseloads as needed.
* Attend staff development and training opportunities in order to expand knowledge and skills.
* Attend and participate in staff meetings and supervisory meetings as scheduled.
* Driving is an essential aspect of this position.
* All other duties as assigned.
Bilingual Responsibilities, if hired as bilingual:
* Provide interpretation for non-English-speaking EHS families and assist in translating documents.
