Position Overview /Duties

As a technical expert, utilizes knowledge of Geographic Information Systems (GIS), Global Positioning Systems (GPS), information systems, and computers to plan, coordinate, and accomplish all mapping, geospatial analysis, and related GIS tasks necessary to support Omaha District Enterprise GIS and projects (otherwise known as Enterprise Geospatial Data and Systems EGD&S). Oversees eGIS personnel who are experts in the fields of geography, GIS, GPS, computer systems and information management to support Corps of Engineers projects.

Provides guidance to eGIS personnel on the work to be done and assists in the planning and execution of significant projects. The work involves a wide variety of techniques utilizing current state-of-the-art computer equipment and technology. As such, performs the following duties:

  • Plans, coordinates, and implements the EGIS as it relates to Corps of Engineers (COE) support to USACE customers. Investigates and implements, where feasible, linking of various modeling software into GIS products to support COE projects. Works independently with managers, engineers, scientists, and other professionals to identify and develop GIS applications and to promote the use of GIS technology and products. Plans, coordinates, and implements GIS projects utilizing new GIS and engineering technologies, and a variety of computer systems, software, and procedures to accomplish assignments in the most expeditiously and economical manner.

    Develops geo-referenced digital databases and ensures database information is correctly linked to appropriate mapping elements so that analyses of the information can be performed, displayed and output to create final products. Applies professional judgment, technical skills and knowledge to integrate GIS data within COE and other Federal agency programs as it relates to civil and military engineering projects and performs analyses of GIS data and produces final products.

    Works independently with engineers, scientists, and other professionals to identify and develop GIS final products for internal use and as part of contractual agreements. Serves as a technical POC for the development and implementation of EGIS and/or geospatial data integration plans related to the engineering and construction community. Evaluates the availability and technical adequacy of other existing digital data generated by other government agencies as it relates to use in Omaha District work, and requests for proposals, especially data from the National Geospatial Intelligence Agency (NGA), U.S. Geological Survey (USGS), United States Department of Agriculture (USDA), private sector, learning institutions, and individuals.

    Routinely utilizes resources and data available through the Internet via ftp and web sites, including weather data, imagery, software updates and extensions, newsgroups, list servers, etc. Creates and Manages contracts that support GIS and eGIS functions for USACE and its customers.
  • Directs GIS team personnel, including GIS analysts and other information management personnel in the implementation and maintenance of eGIS resources and projects. Maintains liaison with GIS professionals at NGA, USGS, Federal, State, and local Government, learning institutions, private sector, professional organizations, and other individuals concerned with GIS and mapping. Ensures all mapping and GIS products adhere to all relevant standards and regulations.

    Serves in additional assignments, as the need is determined.
  • Coordinates and develops computer application software, routines, and macros (especially using ESRI software) to aid in the data collection, editing, manipulating and generating of interim and final digital data and GIS products.
