Duties
On-going services include but are not limited to environmental site assessment and regulatory compliance support with respect to USEPA, Pennsylvania Department of Environment Protection (DEP) regulations, and client programs such as PennDOT and PA Turnpike. This position will have varying field and office duties related to Phase I and Phase II ESAs, fuel tank systems, and other environmental compliance and remediation projects.
- Site Assessment – Perform Phase I and Phase II Environmental Site Assessments.
- Remedial Oversight – Support remedial efforts at client facilities, coordinating with consultants, contractors, and regulators, conducting environmental sampling and reporting.
- Environmental Plans/SOPs – Assist in developing and updating Environmental Plans (SPCC, SWPPP, and Contingency Plans) and SOPs to ensure facility compliance with written plans and procedures.
- Tank Design and Management – Manage client underground and above ground storage tanks to ensure compliance with governing regulations, fire codes, and industry standards. Duties include tank inspections, maintenance of testing and inspection records, development of tank system design scopes for repairs, and management of repair/testing contractors.
- Facility Compliance Inspections – Conduct routine environmental compliance inspections of client facilities and prepare site assessment reports. Coordinate with facility staff to develop and implement corrective actions that address environmental issues.
- Permit Support – Support the preparation and filing of permit applications with federal, state, and local environmental agencies, evaluate permit requirements, and develop comprehensive compliance strategies under project manager oversight.
- Regulatory Reporting – Support preparation and filing of regulatory reports to federal, state, and local agencies, including Tier II Reports, Biennial Hazardous Waste Reports, and responses to regulatory inspections, under project manager oversight.
- Training – Support environmental training efforts including coordination, scheduling, content review, updates, and tracking.
- Contractor Oversight – Perform oversight of contractors conducting environmental support services such as tank repairs, waste disposal, oil‑water separator cleanings, or tank system construction.
- Meetings – Attend environmental compliance meetings and other meetings, providing regulatory technical support.
- Regulatory Review – Review proposed regulations and legislative bills to evaluate impacts on client operations, prepare regulatory summaries and comments, and conduct research as requested.
- Other activities as directed.
- Bachelor’s degree in environmental science, environmental management, biology, environmental engineering, or related fields.
- Five to ten years of experience in the environmental field focusing on site assessment, remediation, tank systems, permitting, and environmental compliance for air quality, stormwater management, hazardous waste management, pollution prevention, solid waste management, or multimedia operations.
- Required motor vehicle operating license valid in the State of Pennsylvania.
- Certified Hazardous Materials Manager (CHMM) certification and/or STI SP‑001 above‑ground tank inspector certification a plus.
- Bachelor’s degree in Environmental Science, Ecology, Natural Resource Management, Geography or related field.
- Minimum of 10 years of relevant experience.
- Proven experience in planning, organizing, estimating, scheduling and monitoring projects.
- Advanced proficiency in GIS, AutoCAD, and scientific software.
- Track record of successful project delivery.
- Strong organizational and time‑management skills with ability to prioritize tasks and manage multiple projects.
- Excellent communication and interpersonal skills to effectively interact with clients, team members, and stakeholders.
- Knowledge of industry standards and best practices related to construction management, quality assurance, and safety protocols.
- Strong problem‑solving skills, with ability to identify issues and implement effective solutions in a fast‑paced environment.
