Position Overview /Duties

Are You a World Class Leader in Transportation System Design? Are you a visionary expert in transportation system design and geotechnical engineering who thrives on solving the toughest challenges that shape military mobility and global readiness? The U.S. Army Corps of Engineers (USACE) Transportation Systems Mandatory Center of Expertise (TSMCX) is seeking an exceptional professional to serve as the U.S. Army Senior Technical Expert for Transportation System Design and Geotechnical Engineering—a role that defines the technical direction for every Army and Air Force airfield, railroad, and roadway worldwide.

This is a high impact position where your decisions become the standard across the Department of Defense, influencing how the military designs, builds, and sustains the transportation networks that enable global operations.

Your Mission:
Shape the Infrastructure That Moves the Force

In this role, you will lead the enterprise in airfield, railroad, and roadway design, driving the development and modernization of mechanistic design criteria and performing high-level technical reviews from concept through final design. You will set the geotechnical strategy for the entire transportation portfolio, providing authoritative expertise in subsurface drainage, stabilization, geosynthetics, and complex geotechnical challenges that affect mission-critical infrastructure. You will also be the person called when the problem is too difficult, too unusual, or too urgent for anyone else—developing innovative solutions to issues such as freeze-thaw failures, subsurface instability, drainage deficiencies, and transportation systems interfacing with aircraft refueling and HTRW environments.

Lead, Innovate, and Represent the Corps

Your influence extends far beyond design. You will guide research, testing procedures, and laboratory capabilities across USACE; lead technology transfer and enterprise-wide adoption of new methodologies; and represent the Army and Air Force as an expert witness in civil cases involving transportation system design and construction. You will also serve as a visible technical leader—presenting at national and international conferences and maintaining strong partnerships across federal agencies, research institutions, and industry.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Minimum Education Requirement

Degree:
Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first‑year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics;

(b) strength of materials (stress‑strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
