Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA Certain Personnel Workforce for DoD to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This is an Interdisciplinary GS 13, position with the U.S. Army Corps of Engineers, Omaha District, serving as a Senior Design Engineer for the Design Branch, Civil and Environmental Section.

Duties

Help
  • As a Senior Design Engineer for the Design Branch, Civil and Environmental Section, you will:
  • Develop complex designs for civil features of large projects, including: airfields, multipurpose structures, boundary security systems, central heating and cooling plants, munitions storage and processing facilities, environmental cleanup, etc.
  • Determine design requirements for site layout and civil features that meet operational and functional needs of the user by using a variety of engineering principles together with practical experience.
  • Review designs developed by A-Es for conformance to criteria, engineering standards, and provides assurance that documents present clear accurate contractual requirements.
  • Make complete use of computers and applicable computer software in the development of plans and specifications.
  • As a Senior Technical Lead, lead the full development process from start to finish (Typically requires management of multiple resources and issues concurrently):
  • Work with resource providers and funding managers to strategically plan and schedule out work phases to balance the funding, resources, timing, and compliance components to meet mission and execution goals.
  • Proactively track approved schedules for progress, issues, changes and/or other modification(s) required to meet the project goals.
  • Identify issues and risks and develop plans to mitigate the risk or to present options and recommendation on courses of action for executive management's decision.
  • Provide technical support to the Corps of Engineers Districts and other agencies to assure uniform high-quality systems throughout DOD.
  • Perform briefings for higher-level staff members throughout DOD to inform and resolve complex civil engineering design related issues

  • Must possess and maintain a Professional Architect or Engineer (P.E.) Certification/License. (Must Upload Copy)
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
Qualifications

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience;

Specialized Experience:
One year of specialized experience which includes independent development of complex designs for civil features of large projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

In addition to meeting the Specialized Experience requirement above, to qualify for this position you must also meet the Basic Qualification requirements listed below.

Basic Education Requirement for an Architect:

A. Degree:
Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

B. Combination of

Education and Experience:

College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
