Description

The NPDES/SWPPP Manager will lead and manage stormwater compliance efforts for our construction projects throughout the Omaha metro area and surrounding regions. This position is responsible for developing, implementing, and overseeing Stormwater Pollution Prevention Plans (SWPPPs) and ensuring full compliance with National Pollutant Discharge Elimination System (NPDES) permits. The role works closely with project managers, construction teams, and regulatory agencies to minimize environmental impacts from construction activities.

Duties

and Responsibilities Technical
  • Prepare, review, and manage SWPPPs for land development and construction projects.
  • Conduct regular site inspections to verify compliance with NPDES permit requirements, erosion and sediment control (ESC) measures, and best management practices (BMPs).
  • Monitor construction activities for proper implementation of stormwater controls including silt fences, sediment basins, inlet protection, and stabilization measures.
  • Identify deficiencies and provide practical recommendations for corrective actions.
  • Prepare and submit required regulatory reports, notices of intent (NOIs), notices of termination (NOTs), and monitoring data.
  • Maintain detailed documentation including inspection reports, photo logs, and compliance records.
  • Coordinate with clients, contractors, and regulatory agencies (NDEQ, EPA, local municipalities) regarding stormwater compliance issues.
  • Review construction plans and specifications for stormwater compliance and constructability.
  • Stay current with evolving NPDES regulations, local ordinances, and industry best practices.
  • Provide training and technical guidance to construction personnel and internal staff on SWPPP requirements and proper BMP installation/maintenance.
  • Use current technology and software to document inspections and communicate compliance status.
Personnel/Leadership
  • Attend company and department meetings.
  • Mentor junior staff and construction observers on stormwater compliance practices.
  • Lead pre-construction stormwater meetings with project teams and contractors.
Client and Business Development
  • Support client relationships by providing proactive stormwater compliance management.
  • Assist with proposals and interviews by highlighting the firm’s stormwater management expertise.
Desired Qualifications
  • Bachelor’s degree in Civil Engineering, Environmental Science, Construction Management, or related field (preferred but not required), or equivalent combination of education and experience.
  • Minimum 2 years of relevant experience in stormwater compliance, construction stormwater management, or environmental compliance.
  • Current certification as a Certified Erosion, Sediment, and Stormwater Inspector (CESSWI), Certified Professional in Erosion and Sediment Control (CPESC), or similar strongly preferred.
  • Thorough knowledge of NPDES Construction General Permit requirements and Nebraska Department of Environment and Energy (NDEQ) regulations.

    Strong understanding of erosion and sediment control practices and stormwater BMPs.
    • Excellent written and verbal communication skills with the ability to prepare clear technical reports.
    • Self-motivated, detail-oriented, and able to manage multiple projects simultaneously.
    • Valid driver’s license and acceptable driving record.
Working Conditions

This position will require frequent site visits in varying weather conditions. Occasional evening and weekend work may be necessary to meet project deadlines or respond to compliance issues. Some out-of-town travel may be required.

Physical Requirements

The role requires the ability to walk construction sites for extended periods, work in outdoor environments, and occasionally carry equipment and materials up to 50 pounds. Ability to navigate rough terrain and active construction sites is essential.
