Job Summary
The Development Review section of the Utilities Department is currently seeking a Development Review Engineer. The role involves reviewing residential and commercial projects for applicability to water, sewer, and storm drainage construction codes while providing exceptional customer service to building owners, contractors, and the public.
Essential Duties And Responsibilities- Perform private development review to assess impacts of projects on utility systems, determine improvement requirements, and ensure compliance with codes and regulations.
- Conduct engineering design and technical analysis to review plans, specifications, and cost estimates for development projects.
- Serve as utility project manager for engineering, land‑use, and development applications; manage a multi‑project workload and act as liaison between developers, design teams, and other City departments.
- Analyze technical requirements and legal documentation for proposals regarding water, sewer, and storm drainage system designs.
- Interpret complex engineering design documents and computer analyses for reviews of water, sewer, and storm drainage infrastructure to ensure compliance with City Codes, State and Federal requirements.
- Calculate and collect appropriate utility system connection charges (Latecomer Agreements, Direct Facilities Charges, Utility Permit fees and contracts) as an additional funding source.
- Coordinate Utilities Department requirements with other City, State, and regional agencies to identify deficiencies and participate in issue resolution.
- Analyze complex technical and political issues, recommend solutions, and provide engineering review and technical support during planning, design, and construction phases.
- Provide engineering support to private development project teams during construction:
- Resolve construction conflicts; review and approve construction change orders, submittals, and permits; respond to contractor RFIs.
- Conduct field inspections as needed to support the construction inspection staff.
- Assist the Development Review Manager and City legal advisors regarding legal claims and disputes.
- Participate in establishing policies, codes, standards, and procedures associated with Utility permit reviews; recommend revisions as needed.
- Participate in public engagement efforts, including open houses and online media, and coordinate project information dissemination and community outreach.
- Coordinate with other divisions and departments to provide technical assistance.
- Respond to customer inquiries and provide technical assistance to resolve issues.
- Knowledge, Skills, Abilities and
Competencies:- Knowledge of civil engineering principles and practices applicable to a municipal setting.
- Considerable knowledge of City development processes, land use, engineering standards, and building regulations.
- Knowledge of storm drainage design, low‑impact development (LID) techniques, and best management practices (BMPs).
- Proficiency in stormwater hydraulic modeling (Western Washington Hydrology Model - WWHM or MGS Flood).
- Thorough knowledge of water, sewer, and drainage utility engineering principles, methods, and techniques.
- Knowledge of applicable city policies, laws, and regulations affecting division activities.
- Excellent oral and written communication skills with employees, consultants, other governmental agencies, and the public.
- Ability to conduct engineering research and compile comprehensive reports.
- Proficiency with Microsoft Office, engineering applications, and data management software.

- Graduation from an accredited four‑year college or university with a degree in civil engineering or related field, or equivalent combination of education and training (including Engineering in Training Certification or Professional Engineer License).
