Position: Supervisory Civil Engineer with Security Clearance
Duties
* Determining field organizations necessary for proper supervision and inspection of the District's Construction program.
* Reviewing plans and specifications for completeness and adequacy.
* Visiting project sites to study local conditions to support recommendations for contract changes.
* Determining adequacy or inadequacy of contractor personnel, workmanship, equipment and materials, safety, etc.
* Performing construction contract administration and contract management functions.
* Providing assistance in the formulation and monitoring of Construction Division's operating budget.
* Attending meetings and conferences relative to various construction and manufacturing activities with top management and top engineering officials of the contractor or suppliers so as to resolve controversies and otherwise smooth out problem areas. Requirements Conditions of employment
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* Incumbent is required to possess and maintain a Professional Engineer (PE) license/registration.
* Incumbent may be required to travel/perform Temporary Duty (TDY) 25% of the time.
* This position is designated Tier 5, Critical or Non-Critical Sensitive, High Risk and requires the incumbent to obtain and maintain a Top Secret Security Clearance Level as a condition of employment.
* This position requires a financial disclosure OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
* In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:

* 1) Foundational qualification requirements within 9 months

* 2) Resident qualification requirements within 12 months

* 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap) Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional;

Specialized

Experience:

One year of specialized experience which includes
1) Reviewing plans and specifications for completeness and adequacy;
2) conducting periodic inspections of construction operations to ensure work is completed efficiently and accurately;
3) serving as liaison between both government and private stakeholders; AND
4) providing technical advice in various fields of engineering. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Education Basic Requirement for an Engineer:

A. Degree:
Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics;

(b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. B. Combination of

Education and Experience:

College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
