Position Overview /Duties

Summary of Responsibilities:

This position is a senior electrical engineering position in the Electrical Engineering Section, which is located in the Design Branch, Engineering Division, Omaha District (NWO), which performs electrical engineering and cyber/ICT design and review work for Military, Civil Works, and IIS customers.

Specific Duties
  • Serves as an Engineering Division subject matter expert, technical leader, and senior designer in incumbents’ discipline/functional area. Position may support any USACE mission to include MILCON, IIS, CIVIL WORKS, and ENVIRONMENTAL/HTRW.
  • Serves as an authoritative source for the district pertaining to state-of-practice in their discipline/functional area and serves as a principal advisor to the Section, Branch Chief and Division Chief. Participates at public, regional and national level meetings, committees, professional conferences, and workshops. Represents the District at such engagements. Meets with representatives from higher authority, consultants, or others, and provides technical data, opinions, and recommendations.
  • Independently prepares and reviews investigations, studies, plans, specifications, design analysis and other engineering reports, occasionally dealing with factors of an undetermined or unprecedented nature, to ensure technical sufficiency, accuracy, economy, and compliance with given instructions, design standards and good engineering practice. Coordinates efforts with those in other specialties to ensure compatibility and interoperability of systems.
  • Serves a technical lead directing and coordinating product delivery teams (PDTs)/technical team to develop and execute all phases and aspects of assigned work. Ensures quality of engineering deliverables (AE or in-house), providing team guidance, reviewing work, and informing the supervisor of employees’ performance.
  • Provides high level technical analyses, review, and mentoring to less experienced staff on projects and systems that involve many complex features.
  • Maintains and promotes technical advances and methodologies within area of specialization providing assistance, advice, review, and technology and methodology transfer through the use of presentations, mentoring, guide specification writing and/or participation in activities such as participating on USACE guidance manual update teams.
  • Consults on matters of specialization with other technical disciplines within the district, across the USACE enterprise, and/or with external agencies and organizations. Serves on inter-regional technical teams, Agency Technical Review Teams (ATR), quality assurance (QA) and other review teams. Coordinates technical needs and capabilities with other districts, other divisions and other agencies.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Veterans' preference does not apply to this announcement.

Minimum Education Requirement

Degree:
Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships);

(c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
