Overview: FNBO's Financial Crimes Senior Analyst
- Quality Control and Operations Adherence leads quality control and continuous testing across the enterprise-wide BSA/AML/OFAC Program. This strategic role requires comprehensive expertise in BSA compliance, anti-money laundering, economic sanctions, and financial crimes regulatory frameworks. The position functions as a key component of the second line of defense, evaluating operational processes against explicit and implied regulatory requirements. Responsibilities include maintaining a sophisticated inventory of quality control and continuous testing processes, delivering actionable recommendations to leadership, conducting trend analysis, and developing targeted training for investigators and analysts.
This role drives quality improvements through independent judgment, innovative problem-solving, and deep regulatory knowledge-serving as an essential safeguard in fulfilling the Bank's compliance obligations and protecting the organization from financial crimes risk.
BSA/AML/OFAC processes subject to quality control and continuous testing:
- Suspicious activity/anti-money laundering alerts
- Suspicious activity regulatory reports (SARs)
- Suspicious activity investigations not resulting in a SAR
- Currency transaction regulatory reports (CTRs)
- Currency transaction reporting exemptions
- Information sharing alerts
- Information sharing investigations not resulting in a SAR
- Initial and ongoing enhanced due diligence investigations
- Know your customer (KYC) alerts
- OFAC and economic sanctions alerts
- OFAC and economic sanctions investigations
- OFAC and economic sanctions regulatory reports
- Provide thought leadership initiatives and strategic solutions to BSA/AML/OFAC Officer and Financial Crimes leadership in developing FNBO's Financial Crimes procedures across the enterprise. Apply critical thinking to generate innovative approaches for program evolution. Align quality control and continuous testing functions with the evolving BSA/AML/OFAC Program.
- Developcomprehensive understanding of industry best practices and regulatory expectations. Ensure quality control and continuous testing processes address compliance requirements in financial crimes regulations, advisories, and guidance.
- Operate a comprehensive quality control and continuous testing function across the Bank's enterprise-wide BSA/AML/OFAC Program:
- Design appropriate quality control processes aligned with risk assessment
- Establish monitoring frequency for testing processes
- Implement severity classification for identified corrective actions
- Develop effective sampling methodologies for actionable results
- Execute proactive process improvements based on findings
- Performongoing quality control and continuous testing for BSA/AML/OFAC processes, reviewing for accuracy, data integrity, consistency, timeliness, and proper closure steps. Recommend corrective actions to management.
- Reviewpre-file Suspicious Activity Reports (SARs) to ensure accuracy, completeness, and regulatory compliance. Document findings and provide feedback for quality improvement.
- Conductsecond-line defense reviews for Financial Crimes, including third-party assessments based on existing reviews, audit findings, and risk assessments.
- Createperiodic reports on quality control results and trends. Develop and maintain key risk/performance indicators related to quality control outcomes.
- Communicate findings effectively across organizational levels. Provide process recommendations to management based on reporting trends. Develop training for compliance analysts and critically evaluate control structures.
