Responsibilities
- Assist in conducting the evaluation of applications for permits, and the modification of permits, for activities or work in waters of the United States within the regulatory authority.
- Assist in detailed site evaluations to establish baseline environmental conditions including delineation of wetlands, characterization of the biological, physical, cultural and social phenomena present at the project site.
- Assist with the development and implementation of programmatic initiatives and requirements. Assist in the development of general permits (GP).
- Serve as a District representative on groups and task forces with missions of interest to the District and/or the regulatory program.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must sign a mobility agreement if selected.
- Must sign an Army Fellows Participant Agreement if selected.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A Personnel Security Investigation is required.
- Degree:
Bachelor's degree (or higher) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines. Degree must be completed by June 2026. - Combination of
Education and Experience:
Courses equivalent to a major, plus appropriate experience or additional education. - Specialized
Experience:
One year of specialized experience in environmental assessments or impact statements, evaluating compliance, or performing field work. - Education:
One full year of graduate level (or will have completed one full year by June 2026) education in a qualifying field. - Superior Academic Achievement:
Successful completion of all requirements for a bachelor's degree with S.A.A. within the upper third of the graduating class, a GPA of 3.0 or higher, a GPA of 3.5 or higher for major courses, or membership in an approved honor society. - Combination of
Education and Experience:
Computed percentage of 100% or greater using the formula: (total months of experience ÷ 12) + (completed graduate semester hours ÷ 18).
- This position is being filled under the Direct Hire Authority for Certain Personnel of the DoD Workforce.
- Proof of U.S. Citizenship is required.
- Direct Deposit of Pay is required.
- Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
- This is a Construction, Analysis, Science, Infrastructure & Engineers (CASIE) Career Field position.
- Multiple positions may be filled from this announcement.
- Salary includes applicable locality pay or Local Market Supplement.
- Payment of Permanent Change of Station (PCS) costs is authorized, subject to the provisions of the Joint Travel Regulations.
- If selected, official college or university transcripts must be submitted; unofficial transcripts may be submitted at the time of application.
- This recruitment provides promotion opportunity to the target grade of the position without further competition when the selectee is eligible and recommended by management.
- The incumbent works under close supervision in a developmental capacity, performing assignments and completing training aimed at preparing the incumbent for the next higher level position.
- A one‑year probationary period is required during which the agency evaluates the incumbent’s fitness and performance in advancing the public interest.
