Position: Realty Specialist.

Responsibilities

  • Obtain leases and other real property interests required within the military and civil boundaries of the Omaha District.
  • Prepare documentation and coordinate with General Services Administration (GSA) for lease of Government‑controlled space.
  • Examine and analyze public records, appraisal reports, right‑of‑way maps and title evidence to identify matters affecting negotiations.
  • Inform property owners displaced by Federal or federally assisted projects or programs of their rights and benefits under Public Law 91‑646.
  • Issue, manage and terminate out‑grants (leases, easements, licenses, permits, consents, oil and gas offers, etc.) for all military and civil works projects.
  • Conduct compliance inspections of out‑granted property to determine whether terms of the document are being met.
  • Perform disposal of excess military and civil property, researching records, resolving problems, and preparing a complete, coordinated disposal package for submittal to GSA and monitoring progress.
  • Prepare recommendations to dispose of civil works real property and submit recommendation to higher headquarters for issuance of a disposal directive.
Conditions of Employment

  • Incumbent may be required to perform/travel Temporary Duty (TDY) up to 25 %.
  • Incumbent must be able to obtain and maintain a State‑issued Driver’s License.

Qualifications

In order to qualify, applicants must meet the education and/or experience requirements described below. Experience includes paid and unpaid experience, including volunteer work done through National Service programs.

GS‑07
  • Specialized

    Experience:

    One year of specialized experience which includes planning and completing real estate transactions.
  • Education:

    One full year of graduate level education in a field which demonstrates the required knowledge, skills and abilities (transcripts required).
  • Superior Academic Achievement:
    Application of class standing, GPA ≥ 3.0 (B) or ≥ 3.5 (B+) or membership in an approved honor society.
  • Combination of

    Education and Experience:

    Compute percentages of requirements adding to at least 100 %.
GS‑09
  • Specialized

    Experience:

    One year of specialized experience which includes (1) planning and completing real estate transactions; and (2) managing and organizing information.
  • Education:

    Master’s or equivalent graduate degree or 2 full years of progressively higher‑level graduate education in a relevant field.
  • Combination of

    Education and Experience:

    Compute percentages of requirements adding to at least 100 %.
GS‑11
  • Specialized

    Experience:

    One year of specialized experience which includes (1) applying knowledge of laws, policies and regulations relating to real estate procedures; (2) assisting in the management of real property; and ability to communicate effectively with stakeholders.
  • Education:

    Ph.D. or equivalent doctoral degree or 3 full years of progressively higher‑level graduate education in a relevant field.
  • Combination of

    Education and Experience:

    Compute percentages of requirements adding to at least 100 %.
Time in Grade Requirement
  • Applicants who have held a GS position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
