Responsibilities
- Develop performance standards (e.g., guidelines, criteria, priorities) for junior employees.
- Write directives (policies, practices, procedures) for military personnel actions.
- Research historical military personnel documentation to recommend improved operations or action processing.
- Must be a U.S. citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy must successfully pass the E‑Verify employment verification check.
- Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time‑in‑grade) before the closing date.
- Within the Department of Defense, appointment of retired military members within 180 days of retirement to a civilian position is subject to 5 United States Code § 3326.
- Males born after 12‑31‑59 must be registered for Selective Service.
- Applicants must obtain and maintain an interim and/or final security clearance prior to duty; failure may result in withdrawal of a job offer or removal.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics; applicants will be required to review the 14 General Principles of Ethical Conduct (5
CFR ).
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑07 grade level or pay band in the Federal service, or equivalent experience in the private or public sector. Specialized experience should include:
- Developing solutions to military personnel program issues.
- Managing personnel actions (e.g., awards, promotions, schools, assignments, retirements, and separations) in support of military personnel program management.
- Utilizing military personnel data systems in support of military personnel programs.
- Preparing and presenting correspondence, reports, and briefs to provide information used in decision making.
In lieu of specialized experience, you may qualify with the following education or a combination of education and experience:
- Successful completion of a master’s or equivalent graduate degree.
- Or successful completion of two full years of progressively higher level graduate education leading to a master’s degree.
- Or possession of an LL.B. or J.D. related to this position.
- Or a combination of experience and graduate education that equates to one year of experience.
