Job Summary

The City of Bellevue is looking for a customer‑focused Code Compliance Officer to join our Code Compliance team within the Development Services Department. The Land Use Division provides land use and building development permit review, inspection services, and code enforcement. The Code Compliance Officer performs a variety of technical and specialized duties in support of the City’s code enforcement function. Under the direction of the Code Compliance Supervisor, the officer coordinates compliance and enforcement through investigation and resolution of complaints, maintaining a professional and cooperative attitude.

Essential Duties and Responsibilities
  • Timely respond to complaints of potential code violations.
  • Act as Duty Officer, performing intake and screening of new complaints and answering questions from internal and external customers.
  • Conduct field investigations, gather evidence, and talk with complainants, witnesses, and potential violators using proper techniques and protocols.
  • Perform in‑office research.
  • Communicate effectively and respectfully, practicing active listening and giving space, time and courtesy to others.
  • Read, understand, and explain code requirements and regulations.
  • Appropriately consult with land use planners, building inspectors, plan reviewers, and other staff.
  • Work collaboratively with others.
  • Maintain thorough and complete logs and records related to inspection and enforcement activities.
  • Monitor cases for compliance with requested or required timelines and act promptly when needed.
  • Compare facts to code requirements to make sound findings and determinations regarding violations, corrections, and compliance.
  • Regularly update supervisor on status and progress of active cases.
  • Prepare suggestions and recommendations for code interpretation, amendments, and additions to codes or regulations.
  • Prepare and issue warnings, letters, correction notices, requests for voluntary compliance, notices of civil violation, and staff reports.
  • Present and testify at administrative hearings.
  • Assist, debrief, and support the City Attorney’s Office for enforcement cases appealed or brought to superior court.
Qualifications

Education and Experience Requirements
  • Graduation from an accredited four‑year college or university.
  • Three or more years of progressively responsible related experience.
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills and abilities.
  • Working knowledge of applicable laws, standards and regulations relating to various land use, nuisance, and public safety codes and inspection techniques.
Knowledge, Skills, and Abilities Requirements
  • Ability to prepare, organize, and maintain inspection field data reports and systems.
  • Organization and writing of detailed staff reports using strong writing skills to communicate enforcement actions and recommendations to a wide audience.
  • Ability to manage complex assignments independently and make decisions or recommend a course of action for consideration.
  • Establish and maintain good working relationships with internal and external customers.
  • Work in a team environment.
  • Ability to work in a stressful environment and maintain composure in trying circumstances.
  • Positively represent the City of Bellevue with a wide variety of customers and interest groups.
Knowledge of
  • Code enforcement principles, practices, and methods applicable to a municipal setting.
  • Working knowledge of applicable laws, standards and regulations relating to various land use, nuisance, and public safety codes and inspection techniques.
Supplemental Information

Flexible/Hybrid Working: A hybrid work schedule is available after orientation. Remote work is subject to the department’s operational needs. Full‑time remote work is not available. Employees must reside in Washington and be within reasonable commuting distance to Bellevue City Hall.
