Position: System Engineer I - SCADA

Position Summary

Under limited supervision, the System Engineer I will perform routine maintenance and support for the District's infrastructure systems, ensuring optimal performance and, as needed, configuration. The District's technology landscape encompasses databases, VMware, SAN Storage, on‑premises, and SCADA enterprise applications, including Aveva Plant SCADA, Dream Reports, Central Historian, and other HMI/PLC applications. Responsibilities include patching and upgrading systems, managing infrastructure landscapes, troubleshooting, monitoring, performance tuning, and research & development.

Education
  • Associate’s Degree in Computer Science, Information Technology, or a related field plus 5 years of related work experience.
  • Bachelor’s Degree in Computer Science, Information Technology, or a related field plus 3 years of related work experience.
  • Master’s Degree in Computer Science, Information Technology, or a related field plus 1 year of related work experience.
Minimum Requirements
  • Project management experience with SCADA systems: HMI applications, Central Historian, Aveva Plant SCADA, Dream Reports, PLC firmware, Windows systems administration, Active Directory, group policy, patching, endpoint protection, backup/recovery, and audit logging.
  • Preferred cybersecurity alignment: system hardening, patch management, account management, logging/monitoring, secure configuration of OT Linux hosts, secure SCADA architecture, role‑based access, network segmentation, change management, alarm integrity, and coordination with cybersecurity and network teams.
  • Preferred database focus: experience with database concepts, SQL analytics, backup/recovery strategies, and database administration.
Licenses, Certifications and Testing
  • Valid driver’s license.
  • Pre‑employment background check and drug screen.
Knowledge,

  • Knowledge of infrastructure components:
    Windows server, AD, Group policy, VMware, antivirus, switches, and/or firewalls.
  • Hands‑on involvement in HMI software and PLC configuration; advanced proficiency.
  • Strong interest in database administration; intermediate proficiency.
  • Active listening, comprehension, and documentation of business user needs; advanced proficiency.
  • Learning new or upgraded computer software; intermediate proficiency.

Essential Functions
  • Assist in installation, configuration, operation, and maintenance of servers across development, test, QA, production, and disaster recovery environments.
  • Collaborate with team members on work assignments, participate in on‑call duty support, and engage in matrix resource sharing.
  • Monitor, identify, and elevate system performance and capacity issues.
  • Conduct preventive hardware and software maintenance.
  • Maintain accurate documentation of existing and planned systems.
  • Troubleshoot and resolve common problems with assigned applications and databases.
  • Maintain a broad knowledge of operating systems, software, databases, and hardware.
  • Install, integrate, customize, configure, and standardize software and hardware.
  • Assist with backup/recovery administration and disaster recovery support.
  • Prepare scheduled and ad‑hoc statistical and narrative reports.
  • Provide support for enterprise applications (e.g., JBoss, SAP, GIS) for database positions.
  • Support for SCADA administration, Wonder Central Historian, and HMI/PLC applications for SCADA positions.
  • Assist with escalation support for unresolved help desk issues and provide technical consultation.
  • Participate in system availability and service restoration activities.
  • Participate in on‑call rotation 24x7x365, addressing alarms and outages for multiple systems and applications.
  • Requirement for availability to respond to and support critical systems 24x7x365 within reason.
