We're looking for an Emergency Preparedness Specialist who thrives in a role where organization, communication, and strategic thinking truly matter. This position is ideal for someone who enjoys structured work, cross-department collaboration, and ensuring that plans, processes, and people are ready when it counts.

In this role, you'll help design, update, and maintain OPPD’s emergency preparedness, business continuity, and pandemic response plans. You'll lead annual plan reviews, facilitate discussions with leaders and teams across the district, and ensure that emergency procedures are clear, current, and aligned with best practices. You'll also support training efforts, coordinate emergency preparedness drills, and help define roles and responsibilities using the Incident Command System (ICS).

When real events occur, you'll play a key role in the Emergency Operations Center supporting information flow, developing action plans, and helping the organization respond with confidence and clarity.

Position Specific Responsibilities/Accountabilities
  • Oversee the design, implementation, maintenance, and testing of emergency preparedness and pandemic plans.
  • Ensure company‑wide emergency preparedness and pandemic plans are current, readily accessible, comply with best practices and are communicated across the company.
  • Ensure open communication, consistency and help eliminate redundancies between OPPD’s various emergency plans, committees, and teams. Lead business continuity risk and business impact analyses to identify gaps, critical processes and mission‑critical functions of the organization.
  • Communicate, through training and emergency preparedness drills, with teams that have a role in EP.
  • Serve as the Team liaison to utility business continuity planning.
  • Define roles and responsibilities necessary for all levels of emergency response using the Incident Command System (ICS).
  • Design and deploy IC training for appropriate staff.
  • Provide curriculum development assistance to operations staff.
  • Provide information to management to ensure consistent administration and application of emergency response and recovery practices while providing leadership and coordination during an actual incident.
  • Assist the Manager with coordination efforts of the OPPD emergency operations center in the event of a disaster including information gathering/dissemination, incident action plan development and situation dashboards.
Qualifications Required
  • Bachelor's Degree in a related field or a combination of education and work experience that provides the necessary skills to perform the essential job functions.
  • Five (5) years of relevant work‑related experience.
  • Knowledge of principles, procedures, regulations and techniques related to business continuity, emergency management and/or disaster recovery.
  • Ability to coordinate, lead and train people from various OPPD work groups, departments and divisions.
  • Strong leadership, team‑building and team‑management skills.
  • Excellent verbal and written communication and listening skills, along with excellent presentation skills for presentations and drill facilitation.
  • Strong planning, organizational, administrative, project‑management and time‑management skills.
  • Must be able to maintain positive and productive relationships with representatives of outside agencies and businesses.
