Position:
Power Program Manager

HDR is seeking a Power Program Manager to lead the planning and execution of programs and projects for our power clients. The successful candidate will be a well‑rounded, team‑oriented individual with excellent communication skills who can deliver and execute infrastructure projects.

The Program Manager will lead a diverse, multidisciplinary team of technical and non‑technical professionals to deliver power infrastructure projects. He or she will also serve as a trusted advisor to the client’s leadership team, providing guidance on delivery strategies, processes, and tools, and recommending effective approaches to program governance and team management.

Primary Responsibilities
  • Lead multidisciplinary teams to deliver T&D, power generation, renewable energy, and similar projects to achieve strategic outcomes defined by clients.
  • Serve as primary point of contact for clients regarding scope, contract management, program performance, work planning, staffing, and related matters.
  • Advise clients on the technical, regulatory, strategic planning, delivery strategies, and financial aspects of power programs.
  • Direct and manage services provided by a program team comprised of HDR staff and subcontractors, including engineering, project controls, routing and siting, environmental, real estate, strategic communication, data management, and other functions based on program size, complexity, and phase.
  • Assess staffing needs of programs and secure required resources to deliver services specified in the contract scope with a focus on contract compliance.
  • Promote team alignment on program mission and monitor performance, establishing a robust QA/QC program to meet client expectations.
  • Facilitate risk workshops with clients and subcontractors; work with internal risk professionals to provide qualitative and/or quantitative risk management plans to clients.
  • Develop and implement program management plans, business processes, and tools to drive efficiencies, emphasize accountability, promote transparency, and bring team alignment.
  • Work closely with the project controls team to monitor scope, schedule, and budget performance against pre‑established metrics and adjust as necessary to meet budget and control losses.
  • Prepare monthly program reports or dashboard updates to communicate program health and progress internally and externally.
  • Collaborate with an internal business development team to identify clients with growth prospects.
  • Champion program management pursuits and support development of proposals, including project approach, staffing plan, fees, and schedule.
  • Travel on average 25% of the time expected.
Preferred/Desired Qualifications
  • Master’s degree in Engineering, Construction Management, Business Administration, or a closely related field.
  • Professional Engineers License and/or PMP Certification.
  • Experience implementing PMIS (Project Management Information System) such as E‑Builder, Pro Core, Kahua, Oracle Primavera, etc.
Required Qualifications
  • Bachelor’s degree in Engineering, Construction Management, Planning, Sciences, Business Administration, or a closely related field.
  • Program management experience meeting one of the following:
    • Minimum 3 years as a deputy to the Program Manager for delivery of programs with a cumulative capital value of $200 million or more.
    • Minimum 5 years as a Project Manager or Project Controls Manager for delivery of programs with a capital value of $200 million or more.
    • Minimum 10 years as a Project Manager directing a multidisciplinary team for delivery of at least two projects, each with a capital value of $50 million or more.
  • Strong leadership skills with experience building a cohesive team culture and managing team members in various locations.
  • Excellent communication skills; comfortable presenting to client executives and in large public settings.
