Rural Health Transformation (RHT) Accounting Officer
Concord, NH ( hybrid/remote work available)
$51,877.10 to $60,446.43/year
Grant funded through September 30, 2028 (position is contingent upon renewed grant funding by the terms outlined by contract through September 30, 2031)
CCSNH has established employer status within the New England states (Maine, New Hampshire, Vermont, Massachusetts, Connecticut, and Rhode Island). In compliance with CCSNH policies and state regulations, eligibility for employment within CCSNH and its institutions requires residency within a New England state.
SCOPE OF WORK:
Performs various accounting duties relative to the reconciliation and reporting of the Rural Health Transformation (RHT) grant funds and with the processing, payment, and recording of RHT grant related expenses. This position shall report to the Director of Sponsored Programs and shall be located at the Community College System of NH (CCSNH) Chancellor’s Office.
- Maintains RHT fund and grant accounts in Banner consistent with SPO Banner procedures.
- Maintains the grant chart of accounts and Banner crosswalk as directed by SPO Director and SPO Accounting Officer.
- Prepares financial reports as required by grant agreement for review by RHT Grant Leadership, SPO Director and SPO Accounting Officer prior to submission.
- Complete monthly reconciliation of RHT grant funds, including:
- Transaction review for both accounting standards and grant compliance, working with program, college and SPO staff to resolve adjustments or policy questions, where applicable.
- Collaborate with RHT Accountant – Accounts Payable, program and other accounting staff to reconcile encumbrances.
- Reconciliation of Banner Finance scholarship costs to Banner Student awards, resolving discrepancies or other award eligibility concerns with Program, Bursar and/or Financial Aid, as applicable.
- Sharing/distribution to all relevant stakeholders.
- Prepare a variety of financial statements and reports with data and material for decision making purposes.
- Processes RHT grant-budget transfers on behalf of RHT Grant Leadership consistent with SPO policy and procedures.
- Processes journal vouchers in the Finance Database for transfers of expense and deposits and banking entries.
- Maintains communication with finance, payroll, human resources, and colleges.
- Serves as the back-up for the RHT Accountant
- Accounts Payable. Cross-trains on invoicing, payables processes including requisitions, and processing journal vouchers for restricted funds accounts payable. - Maintains an accurate and timely system of accounting for grant related inventory in collaboration with
- RHT Accountant
- Accounts Payable and System/College Finance. - Assists with documentation preparation for external audits of RHT grant funds.
- Supports RHT Staff and SPO Staff with preparation for grant close out.
- Maintains controls and reporting functions on RHT grant and performs state/federal cash draws or invoices grantor for RHT grant revenue due on expenditures, providing all required supporting documentation.
- Comply with all college, system, state and federal rules and regulations.

Education:
Bachelor’s degree from a recognized college or university with major study in accounting or business administration.
Experience:
Four (4) years’ experience in accounting or auditing work.
Or
Education:
Associate’s degree from a recognized college or university with major study in accounting or business administration.
Experience:
Six (6) years’ experience in accounting or auditing work.
License/Certification:
Valid Driver’s license or access to transportation for statewide travel.
Intermediate proficiency with Microsoft Excel and Word. Familiarity with fund accounting software, Federal Uniform Guidance, and Federal Grant Accounting Standards preferred.
