The Division of Enterprise Operations (DEO) administers enterprise policies governing procurement, risk management, and continuity of operations planning; provides services to DOA and other agencies in the areas of financial management, procurement, risk management, continuity of operations planning, and the State Prosecutors Program; and facilitates opportunities for diverse businesses to sell goods and services to state agencies.
This position is headquartered at the Department of Administration State Office Building, 101 E Wilson Street, Madison, WI.
Position SummaryUnder the general supervision of the Payables and Travel supervisor, this position is primarily responsible for processing invoices for payment and performing pre-audits of payment vouchers and expense reimbursements. The position processes payments and reimbursements in the financial system in accordance with the State Controller’s Office (SCO) delegated pre-audit agreement and applicable agency policies and procedures. The position ensures that payments and reimbursements submitted by Department of Administration (DOA) divisions and attached agencies are accurate, properly documented, and compliant with applicable laws, regulations, and internal controls.
- Starting pay for the Financial Specialist – Senior (02-13) is $26.61 hourly, plus excellent benefits.
- A 12-month probation period may be required.
- Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Due to the nature of the position, DOA will conduct background checks on applicants prior to selection.

This position is located at the Department of Administration State Office Building, 101 East Wilson Street, Madison, WI. This position is a hybrid position and requires you to work in the office every Wednesday. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process. For positions that do allow remote work flexibility, although residency in the State of Wisconsin is not required for permanent positions, it is not anticipated that working outside of Wisconsin or bordering cities will be allowed.

Qualified applicants will have training, education, or experience related to EACH of the following:
- Reviewing accounts payable documents
- Preparing invoices (e.g. processing, billing, reconciliations, or similar)
- Utilizing financial database applications (e.g. Excel, STAR/People Soft, or similar)
- Reviewing or approving travel or corporate travel accounts
In addition, well-qualified applicants will also have training, education, and/or experience related to at least one of the following:
- Accounts Payable best practices
- Pre and post audit of payables
- State of Wisconsin Accounting policies and processes
