The incumbent provides a variety of services to counties, towns, villages, schools, and districts of the State. Services include financial and performance audits conducted in accordance with generally accepted government auditing standards, technical assistance, budget reviews, regional training, and other consulting services. Examiners in the central office assist in reviewing annual financial information submitted by local government entities and analyze and evaluate local government fiscal health.

• Audits are conducted in accordance with Generally Accepted Government Auditing Standards and Division policies.
• Auditors are expected to: conduct interviews with local government personnel; assist/develop audit scope, objectives, and audit tests; gather, analyze, and summarize audit findings and develop recommendations; prepare written documents including audit reports; provide guidance, technical assistance, and training to local officials.
• Travel percentage will vary based on the annual work plan and is generally within the assigned Regional Office or work unit.

Qualifications – NY HELPS Program

• Auditor Trainee 1 (Municipal): Bachelor’s degree including or supplemented by 24 credits in accounting and/or auditing.*
• Auditor Trainee 2 (Municipal): Bachelor’s degree with 24 credits in accounting and/or auditing
  * and one year of professional accounting and/or auditing experience;
  OR a master’s/doctoral degree in accounting, MBA, finance, economics, public administration, public policy, statistics, etc., including or supplemented by 24 credits in accounting and/or auditing*.
• Auditor 1 (Municipal): Bachelor’s degree with 24 credits in accounting and/or auditing
  * and two years of professional accounting;
  OR master’s/doctoral degree in the listed fields with 24 credits in accounting and/or auditing
  * and one year of professional experience.
• * Note:
  
  Courses such as business law, economics, statistics, and many finance courses, even if taken within an accounting curriculum, may not count toward the 24 credit hours.

Competitive Minimum Qualifications
:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer under Section 70.1 of the Civil Service Law.

Transfer
: 70.1 transfer to an Auditor 1 (Municipal), salary grade SG-18, requires one year of permanent competitive or 55-b/55-c service in an approved title for transfer to SG-16 or above. SG-12+ for Trainee 1, SG-14+ for Trainee 2, depending on qualifications. If approved for transfer, you must also meet the special requirement: a bachelor’s degree including or supplemented by 24 credit hours in accounting, auditing, or taxation.

To determine eligibility for transfer, visit the Career Mobility GOT-IT website. Appointments via transfer must not involve a second consecutive transfer with significant grade advancement. Depending on qualifications, a 1- or 2-year traineeship may be required before reaching the SG-18 level.

Traineeship Salary
:
The position may be filled at Auditor Trainee 1 Municipal (SG-14, $53,764), Trainee 2 Municipal (SG-16, $59,994), or full-performance Auditor 1 Municipal (SG-18, $66,951) based on education, experience, and prior state service. Salary is nonnegotiable. Trainees will advance to full performance upon successful completion of the traineeship.
