The Division of Finance (DOF) performs management and oversight of the annual budget and spending for VDSS. It provides guidance for the departments' financial policies and ensures fiscal compliance with state and federal regulations. The Division of Finance is also responsible for processing financial transactions for VDSS and reporting the results of those transactions to local agencies, field offices, state and federal entities.
We are currently seeking an experienced professional to serve as the Assistant Controller. The position reports to, and provides direct support to, the Controller and supervises 2 Accounting Managers. This position is critical to the agency's financial operations and provides division operations leadership support as back-up to the agency Controller. Duties include performing strategic work to provide oversight and direction in the agency's complex financial operations including but not limited to payroll for agency 765 (VDSS) and agency 200 (CSA), cost allocation, cash management, chart of accounts, accounts receivable, fixed and capital assets, and ACFR reporting.
As directed by the Controller, this position will conduct research and answer inquiries from internal/external customers, attend meetings as necessary, and provide support to the Units within the Office of Federal and State Accounting (OFSA). Position will also serve as primary point of contact in absence of the Controller.
Minimum Qualifications
• Progressively responsible experience in accounting, including management level experience in an accounting environment.
• Demonstrated ability to lead and manage a diverse staff of accounting professionals.
• Professional experience in a large fiscally complex environment.
• Experience compiling and analyzing financial information and report preparation.
• Experience in related accounting systems (such as Cardinal and Oracle Financials).
• Demonstrated ability to use Microsoft Office (Excel and Word).
• Knowledge of, and progressively responsible experience with governmental fund accounting.
• Extensive skills to independently research, analyze, interpret, and apply complex federal/state statutes, regulations, policies, and procedures.
• Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP), Uniform Guidance (2
CFR
200), and CAPP Manual.
• Ability to meet accounting processing/reporting deadlines and requirements.
• Ability to compile, analyze, and reconcile financial information, using appropriate financial systems.
• Ability to demonstrate teamwork to meet Agency strategic goals and objectives and to exercise leadership skills.
• Effective communication skills, both oral and written, with internal and external business partners, customers, and staff.
• Ability to demonstrate and model high professional standards regarding civility, ethics, confidentiality, and conflicts of interest.
Additional Considerations
• Demonstrated experience using Cardinal, the state's accounting system of record.
• Experience with cost allocation.
• Experience with Public Assistance Cost Allocation Plan.
• Experience with payroll.
• Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Government Financial Manager (CGFM) is a plus.
