nyc department of finance (dof) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service. The office of employee services (oes) is responsible for the agency’s human capital administration and workforce management, which includes recruitment, personnel, civil service administration, labor relations, timekeeping, payroll, leaves of absence, benefits and performance management administration, and programs for employee learning, engagement, recognition, professional development, and agency-wide events.

Oes also administers employee-related agency wide programs such as conflicts of interest board (coib) programs, such as financial disclosure, secondary employment & moonlighting waivers, residency requirement administration, remote work program administration, federal tax information (fti) background investigation requirements, and covid-related and line of duty injury (lodi) policies and procedures. Oes provides guidance and support to the agency’s business units on a wide variety of employee and employment-related matters, to ensure compliance with citywide and agency wide guidance and policies.

Oes liaises and partners with the department of citywide administrative services (dcas), office of labor relations, office of payroll administration, conflicts of interest board, department of investigation, and other oversight agencies and to facilitate the agency’s workforce management business needs.

responsibilities

note: the payroll and benefits administration unit is seeking a payroll representative. Under the direction of the payroll supervisor, with latitude for independent action, the selected candidate's duties and responsibilities will include, but are not limited to:

  • research, audit and implement the following forms of additions to gross (atgs): service increment, recurring increment payment (rip), longevity increment, longevity differential, experience differential.
  • generate chrms canned query for absence control report audit. Send notifications of infractions throughout the agency to supervisory structure as needed. Recommend levels of conference required.
  • calculate, implement, audit, record and correct paid overtime processed into the city time system.
  • maintain up-to-date overtime records for each employee to ensure that paid overtime caps are not exceeded.
  • generate chrms canned queries and ad-hoc reports used to maintain spreadsheets for paid overtime payment records.
  • assist with the audit of bi-weekly payroll, including paycheck breakdown and distribution.
  • provide backup to payroll unit in various functions as needed.
  • assist with audit transactions entered by the processing unit.
  • generate various reports in nycaps.
  • maintain an accurate record of paychecks mailed to inactive employees.
  • process eft (direct deposit) enrollment forms.
  • process federal (w-4) and state & city (it2104) tax forms.
  • assist the benefits area, when necessary, with but not limited to, employment verifications and retirement processing.
  • complete special projects as required by the office of employee services.
minimum qualifications
  • a baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
