The CAIC is a program within the Colorado Department of Natural Resources, Executive Director’s Office. The program is a partnership between the DNR, CDOT, and the Friends of the CAIC (FoCAIC). The mission is to provide avalanche information, education and promote research for the protection of life, property, and the enhancement of the state’s economy.
Description of JobThis position provides support services to CAIC including technical and high-level administrative, records management, accounting and purchasing, procurement and contracting, budget tracking, and process improvement functions. The position has the authority to design, recommend, and implement administrative operations and procedures within CAIC and DNR-wide.
AdministrativeThe position drafts professional business communications; handles incoming and outgoing mail; arranges travel; procures, organizes and maintains office supply inventory; researches and provides recommendations for complex legal or other issues affecting CAIC; and supports the CAIC’s education program with scheduling and correspondence.
Designated as the State Fleet Liaison and HR Liaison. Fleet Liaison tracks mileage, manages maintenance and fleet records, manages commuter agreements, and provides utilization reports. HR Liaison reviews and changes monthly FTE levels and timesheets, manages hiring of permanent and temporary staff, recruits and onboard temporary staff, processes changes of work or address information, and completes separations from State employment.
Financial ServicesManages all finance services for the CAIC, including accounts payable and receiving, procurement, budget, and contract management.
- Create general accounting expenses, invoices, and receiver documents for CAIC expenditures.
- Facilitate payment to vendors, including correcting billing, payment amounts, lost or stolen warrants, and remittance addresses.
Manages CAIC’s Onecard Program: facilitates obtaining and using One Card, makes approved purchases, reconciles all purchases, and responds to audits.
- Contact vendors to acquire commodities or services for CAIC staff and mission.
- Review expenditure requests to determine if waivers, outside approval, or encumbrance is required.
- Draft documents required for encumbrance of funds or acquisition requiring State of Colorado Bid process.
- Ensure Purchase Orders and Contracts are created after requisition approval.
- Contact vendors when contracts expire to renew leases or negotiate new contracts.
- Track expenses under Master Task Order Contracts.
- Shepard Task Orders through approval process for high-risk purchases.
- Produce Requests for Quotation (RQS) for appropriate purchases.
