The Colorado Avalanche Information Center (CAIC) is a program within the Colorado Department of Natural Resources. This position provides support services to CAIC including technical and high‑level administrative duties, records management, accounting and purchasing, procurement and contracting, budget tracking, and process improvement functions. The position has the authority to design, recommend, and implement administrative operations and procedures within CAIC and DNR‑wide to accomplish the work.
Responsibilities- Administrative: Draft professional business communications, handle incoming/outgoing mail, arrange travel, procure and maintain office supplies, research and provide recommendations for complex legal or other issues affecting CAIC, and support the CAIC’s education program with scheduling and correspondence.
- Serve as State Fleet Liaison and HR Liaison: track mileage, manage maintenance and fleet records, oversee employee commuter agreements, provide utilization reports, review and change monthly CAIC FTE levels, oversee hiring of permanent and temporary staff, and manage staff onboarding, address changes, and separations.
- Financial Services: Manage all finance services for the CAIC, including accounts payable and receiving, procurement, budget, and contract management.
- Accounts Payable: create general accounting expenses (GAXs), invoices (INs), and receipt (RC) documents; facilitate payment to vendors and resolve billing issues.
- Manage CAIC’s One Card Program: obtain and approve One Card purchases, process documentation and reconciliation, and respond to audits.
- Procurement: acquire commodities or services, review expenditure requests for waivers or encumbrance, draft encumbrance documents, create and maintain purchase orders and contracts, renew leases, track expenses under Master Task Order Contracts, and produce required purchasing documents.
- Budget Planning and Reporting: summarize the CAIC Budget, track and analyze expenditures and revenues, prepare budget reports, assist EDO Accounting and EDO Budget Staff during fiscal year‑end close procedures, maintain central accounting records, and determine coding strings for vehicle agreements and contracts.
- CAIC/CDOT Agreement: invoice CDOT for personnel, operating, and vehicle costs; notify CDOT and U.S. Forest Service of invoicing; monitor contract amounts and provide reports and recommendations; maintain agreement records.
- Small Projects: oversee and complete small projects for the CAIC and other DNR groups.
