The Colorado Avalanche Information Center (CAIC) is a program within the Colorado Department of Natural Resources that partners with the Department of Transportation and the Friends of CAIC. Its mission is to provide avalanche information, education and research to protect life, property and the state’s economy. CAIC promotes avalanche safety by reducing the impact of avalanches on recreation, industry and transportation through forecasting and education.
Job SummaryThis position provides support services to CAIC, including administrative, records management, accounting & purchasing, procurement and contracting, budget tracking, and process improvement. The role has authority to design, recommend, and implement administrative operations and procedures within CAIC and DNR.
Administrative FunctionsDraft professional business communications (emails, letters, notices). Handle mail, travel arrangements, procure and maintain office supply inventory, conduct research and provide recommendations on complex legal or other issues. Support the education program with scheduling and correspondence.
Act as the State Fleet Liaison and HR Liaison for CAIC. Track mileage, manage maintenance and fleet records, oversee employee commuter agreements, and provide utilization reports. Review and adjust monthly FTE levels and timesheets, manage hiring of permanent and temporary staff, recruit and onboard temporary staff, process work‑address changes, and manage separations from State employment.
Financial Services Accounts Payable- Create general accounting expenses (GAXs), invoices (INs) and receiver (RC) documents for CAIC expenditures.
- Facilitate payments to vendors and handle billing issues.
- Facilitate acquisition of One Card for travel, procurement, etc.
- Authorize purchases, reconcile transactions, and respond to audits.
- Obtain commodities or services for CAIC staff.
- Assess expense requests for approvals, waivers, or encumbrance.
- Draft documents for state bid process and other agreements.
- Create and maintain purchase orders and contracts.
- Track expenses under Master Task Order Contracts and Propose RQSs.
- Summarize the CAIC budget and support communication with DNR leadership.
- Track expenditures, analyze revenues, and prepare budget reports.
- Assist with fiscal year‑end close procedures and journal vouchers.
- Maintain central accounting records and coding strings.
- Invoice correct personnel, operating, and vehicle costs to CDOT for reimbursement.
- Notify CDOT to facilitate reimbursements and maintain agreement records.
- Monitor contract amounts and provide recommendations.
- Maintain U.S. Forest Service contract records.
Oversee and complete small projects for CAIC and other DNR groups.
Minimum Qualifications- Five (5) years of relevant experience in accounts payable, procurement, budget planning, reporting, or contract management.
