Location: New York

This position may be eligible for remote work for up to 2 days per week, pursuant to the Remote Work Pilot Program.

The General Vending Unit is seeking an experienced and organized Special Applications Supervisor to lead the Application Review section of the unit. This position is responsible for overseeing application review, payment verification, waitlist administration, records management, and related licensing functions to ensure timely, accurate, and consistent processing of General Vending transactions.

Responsibilities
  • Supervise staff responsible for reviewing and processing applications, renewals, amendments, waitlist transactions, and supporting documentation.
  • Monitor application processing activities to ensure compliance with licensing requirements, agency policies, and established procedures.
  • Review complex applications, resolve processing issues, and provide guidance on eligibility and documentation requirements.
  • Monitor processing timelines, workloads, and staff productivity to ensure efficient operations.
  • Ensure the accuracy and integrity of General Vending waitlists, licensing records, and related data.
  • Establish and maintain quality control standards for application review and processing activities.
  • Respond to escalated applicant inquiries, complaints, and operational issues.
  • Develop and implement procedures to improve efficiency, consistency, and customer service.
  • Prepare reports, track performance metrics, and identify operational trends requiring management attention.
  • Coordinate with other Licensing units and support implementation of General Vending initiatives.
Minimum Qualifications
  • A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
  • An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
  • A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
  • Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

    • Experience supervising staff in a licensing, regulatory, compliance, or high-volume administrative environment.
    • Strong knowledge of application review, records management, and quality control processes.
    • Excellent analytical, organizational, and problem-solving skills.
    • Ability to interpret policies, procedures, and regulatory requirements and apply them consistently.
    • Strong written and verbal communication skills.
    • Experience monitoring workloads, performance metrics, and operational processes.
    • Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
