We are currently seeking a Journeyman Foreign Military Sales (FMS) Analyst to support our Lexington Park, MD customer.
The Journeyman Foreign Military Sales (FMS) Analyst provides analytical and programmatic support for Foreign Military Sales program for Norway. The analyst will assist in the planning, execution, and management of FMS cases, ensuring compliance with U.S. Government policies and regulations. This position requires collaboration with internal and external stakeholders, including program offices, international partners, Navy International Program Office and contractors, to support the successful execution of FMS programs.
Dutieswill include, but are not limited to:
- Case Management Support:
Assist in the development, implementation, and management of FMS cases, including Letters of Offer and Acceptance (LOAs), case amendments, and modifications. - Track case milestones and deliverables, ensuring timely execution and compliance with the Integrated Government Schedule.
- Program Analysis and Reporting:
Analyze program data to identify risks, opportunities, and trends, providing actionable recommendations to case management. - Prepare and deliver reports, briefings, and presentations on FMS case status, financials, and performance metrics to stakeholders. Such as Program Management Reviews and quarterly drumbeats with leadership.
- Compile, draft, and finalize meeting documentation to include meeting minutes, action item log, and attendance sheets.
- Present briefing material in MS Teams and set up varying meeting makers as needed.
- Maintain reporting mechanism for Contractor Data Requirements List as well as our SharePoint site. This will require preparing acceptance/rejection letters in the CDRL tool, running a SharePoint action item report, and managing action item statuses and responses.
- Maintain accurate records and documentation in accordance with U.S. Government policies and procedures.
- Stakeholder Coordination:
Coordinate with program offices, logistics teams, and financial analysts to ensure alignment of FMS case activities with program objectives. - Process visit requests, familiarity with DISS, APACS and BASICS would be of benefit but can train the right candidate.
- Support international customer engagements, including meetings, reviews, and site visits, as required.
Bachelor's degree in a Program Management, Technical, or Business analysis discipline.
OR
Associate's Degree plus 4 years' additional work experience may be substituted for a Bachelor's Degree.
OR
6 years' additional work experience may be substituted for a Bachelor's Degree.
Required Qualifications- Three (3)- Ten (10) years of experience fulfilled through experience related to weapon system acquisition and life cycle management.
- A demonstrated working knowledge of DOD SAP policies and procedures relating to FMS.
- Experience with identifying programmatic requirements for FMS agreements and responding to Letters of Offer and Acceptance (LOA), Price and Availability (P&A), Request for Information (RFI) and Request for Proposal (RFP).
- Familiarity with U.S. Department of Defense (DoD) acquisition processes and logistics systems to include tools such as: CDRL, PMT, CSPT, ACQMAT / QILK, Etc.
- Prior experience supporting international customers or working in a cross-cultural environment.
- Active Secret clearance or the ability to obtain one.
- Strong analytical, organizational, and communication skills.
- Ability to work collaboratively in a team environment and manage multiple priorities.
- Work Environment:
This position may require occasional travel, including international travel, to support FMS case activities and customer engagements. - Hybrid work environment with a mix of on-site and remote work, depending on program requirements (estimated 1-2 days in the PMA-299 spaces (especially in the beginning days, weeks, months as this candidate gets familiar with the program and up to speed.).
Ability to obtain and maintain a Secret security clearance favored or ability to obtain. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
