Primary Purpose of Organizational Unit

The Office of Sponsored Programs partners with the research community to support and advance the University’s research mission by providing leadership and expertise in research administration. OSP facilitates and manages all aspects of sponsored research administration for over $1B in sponsored awards each year while developing and maintaining strong relationships with campus partners and external sponsors. OSP is responsible for proposal review, award negotiation, award management, financial reporting, cash management, F&A rate development, cost analysis, regulatory compliance, training, and project closeout.

Position

Summary

This position is a 100% remote work arrangement. The Cost Analysis and Compliance Unit in the Office of Sponsored Programs is comprised in part by the Central Effort Administration team. The Lead Central Effort Analyst will be tasked with performing day‑to‑day responsibilities assigned to the Central Effort Administration team and will provide mentorship and guidance to other team members.

Responsibilities
  • Administer the day‑to‑day aspects of the Central Effort Administration team.
  • Mentor and guide team members.
  • Work with the Cost Accounting and Central Effort (CA/CE) Manager to administer university effort reporting, ensuring compliance with federal guidelines and university operating standards.
  • Oversee the biannual effort certification process, facilitate the operation of the Effort Certification and Reporting Technology (ecrt) system, provide customer service and training to campus constituents, and ensure completion of all effort statements in ecrt.
  • Serve as the first point of contact for Central Effort Analysts regarding complex effort reporting problems and lead post‑certification review and analysis of all effort reports requiring action.
  • Review and approve electronic Payroll Action Request (ePAR) and Payroll Accounting Adjustment Tool (PAAT) HR transactions in Connect Carolina that impact sponsored projects.
  • Develop and present potential solutions for complex issues and make decisions regarding the proper approach to resolve ePAR or PAAT transactions during high volume periods.
  • Oversight to closely monitor compliance within the team and the university research enterprise, communicate concerns to OSP leadership.
  • Coordinate with departments to obtain Research Service Centers (RSC) rate proposal documentation, review and approve RSC proposals, summarize financial performance of individual RSCs, and perform cost analysis functions.
  • Assist with Facilities and Administrative (F&A) Cost rate proposal and calculate employee fringe benefit rates for sponsored agreement budgeting.
Minimum Education And Experience Requirements

Mid‑career with Masters and 1-2 yrs experience; or Bachelors and 2-4 yrs experience
